One Bad Decision, Endless Traffic Woes On Outer Ring Road

By ugesh sarkar, Section Roads in Gurgaon
Posted on Tue Mar 16, 2010 at 12:30:56 AM EST

Nothing underlines the appalling lack of foresight of Delhi's city planners and traffic managers than the mess they have created on the Outer Ring Road at the Rao Tula Ram Marg flyover. The Delhi Government's much-hyped scheme to make Outer Ring Road signal free from Kalkaji to the airport and onward to the Gurgaon Expressway has come a cropper with the construction of a one-way flyover benefiting only those coming towards the city, while subjecting vehicles heading for the airport to interminable delays.

It is inexplicable why the authorities chose to build a one-way flyover and install a traffic signal for outbound traffic at the Rao Tula Ram Marg T-junction. This decision, which can only be described as stupid, is resulting in a massive tailback on Outer Ring Road just after Vasant Vihar. Vehicles come fast and furious from South Delhi thanks to two newly-opened six-lane flyovers at the JNU/Africa Avenue and Munirka crossings respectively; and then get stuck at the T-junction near Vasant Lok Apartments. Similarly, traffic turning right from Rao Tula Ram Marg to get to the airport or the Gurgaon Expressway has to wait for a long time, especially during peak hours.

A two-way, six-lane flyover here would have ensured traffic moved seamlessly both on Outer Ring Road and from Rao Tula Ram Marg. But thanks to their wisdom, only a one-way flyover was constructed. Short-sighted town planners did not foresee that uninterrupted traffic flow from Kalkaji and Nehru Place through Panchsheel Park would lead to a pile-up wherever it confronted a traffic signal. The mindless decision to build a one-way flyover has not only demolished the concept of signal-free Outer Ring Road, but also resulted in a huge problem for Vasant Vihar residents who are now forced to use the U-turn under the flyover and face long delays at the signal.

This has resulted in greater inconvenience to the residents of Vasant Vihar coming from Poorvi Marg, Vasant Marg and Pashchimi Marg and headed towards IIT and Nehru Place. Further, the closure of the right turns from Munirka flyover has created bottleneck at the Rao Tula Ram Marg crossing, as it facilitates uninterrupted flow of traffic up to the RTR Marg flyover.

Posted on Tue Mar 16, 2010 at 12:10:24 AM EST

The Delhi Metro Rail Corporation (DMRC) today said it had restored and handed back most of the arterial roads of the capital it had taken over for the construction of the second phase of the Metro project.

A spokesman for the DMRC said it had already restored more than 30 km of roads and was expected to complete the handing over of all roads under its occupancy withinn the next month.

He said a total of 45 km of roads were affected due to the construction of the Phase II of the Delhi Metro project.

While 30.36 km of roads have already been handed over, another 3.6 km of roads have been restored and are ready to be handed over to the civic agencies which were maintaining them earlier, the spokesman said.

A 4.40 km long stretch of the Vikas Marg, an arterial road connecting ITO with East Delhi was handed over to the Public Works Department (PWD) in February. The Yamuna Bank-Anand Vihar Metro corridor passes through this stretch of Vikas Marg.

The Mehrauli - Gurgaon Road on the southern fringes of the city acts as an important connection between Delhi and the satellite city of Gurgaon. The Qutub Minar - HUDA City Centre corridor of the Delhi Metro mostly passes through this road. A 6.80 kilometre stretch of this road, which was affected due to Metro construction, has been restored and handed over to the Municipal Corporation of Delhi (MCD) in February.

At Last: Help For E'Way Pedestrians, 5 New Underpasses Planned

By ugesh sarkar, Section Roads in Gurgaon
Posted on Fri Mar 12, 2010 at 01:33:22 AM EST

Working on various options to improve crossovermovement of pedestrians on the Delhi-Gurgaon expressway, the National Highway Authority of India (NHAI) has finally decided to construct five underpasses on the last leg of this 27.7 km long stretch between Rajiv Chowk and ter- minal Toll Plaza (Kherki Daula), at an approximate cost of Rs 300 crore.

The National Highway Authority of India (NHAI) has, however, dropped the costlier option of constructing an ele- vated track on the existing expressway.

At present, there are just two underpasses constructed on the 27.7 km stretch between Rao Tula Ram Marg (Delhi) and Kherki Daula.

The 9.5 km-stretch between Rajiv Chowk and Kherki Daula has just one underpass for res- idents of Sector 10, 10A, 9, 34, 35, 37 and nearby villages.

Commuters are forced to take five to seven-km-long detours to their destinations and pedestrians risk their lives while crossing the busy stretch on foot.

Greater Noida- Noida Expressway In Toll Mode

By ugesh sarkar, Section Roads in Gurgaon
Posted on Thu Mar 11, 2010 at 03:28:56 AM EST

No More a Free Ride: Those using the Greater-Noida-Expressway daily will have to pay toll once the Yamuna Expressway starts.

If you use the Greater Noida- Noida Expressway, be prepared to shell out almost Rs 37 daily.

Sources in the Noida Authority said that vehicles using the 23- km long stretch will have to pay toll tax once the Yamuna Expressway connecting Greater Noida to Agra is operational.

The Noida- Greater Noida Expressway, built in 2000, had been available free to use for commuters for the last 10 years. It was built jointly -- while the Noida Authority paid for the 20 km stretch, the Greater Noida Authority paid for the rest. It was reportedly built at a cost of Rs 400 crore.

The authority said the decision to charge toll was taken by the Uttar Pradesh administration in Lucknow recently. The management of the stretch has been handed over to Jaypee Infratech, the firm building the 165- km stretch of Yamuna Expressway. The group is expected to pay the cost of its construction to the Noida Authority, according to the terms of the agreement.

" The toll will be charged by Jaypee Infratech as part of an agreement made between the state and concessionaire in 2003," Y. K. Behl, additional chief executive officer of the Yamuna Expressway Authority, said. Under the agreement, the firm will collect toll tax for the next 36 years.

" The Noida- Greater Noida Expressway is just an extension of the Taj Expressway till Noida.

Tired of not getting a response from the authorities, residents of Wazirpur village in Haryana's Gurgaon district have decided to take matters into their own hands. They have decided to contribute money to build a nine km stretch of road from Wazirpur to Farukh Nagar in the same district.

"We don't force anyone; those who wish can contribute money for the construction of the road. This road is used by lakhs of commuters daily and is the only connecting link between Gurgaon and Farukh Nagar," Wazirpur resident Maan Singh said Wednesday.

"For the past five years we have been writing to the Public Works Department (PWD) but the condition of the road is the same," added the resident of the village which is 15 km from Gurgaon town.

Maan Singh and 10 other residents have set up a camp at the roadside so that commuters can donate money if they want.

"We sit here till one in the afternoon every day. We get a good response from both residents and commuters and people have shown an interest. Once we have enough money we will start the repair work," he added.

The 9 km road also connects Manesar, a hub of industries, to Millennium City in Gurgaon.

Aurobindo Marg To Be Cleared, Will Be Fully Open By March-End

By akansha, Section Roads in Gurgaon

DMRC will remove all barricades and diversions on Aurobindo Marg which was taken up by Metro for construction of the underground Gurgaon line. It will be fully open by March-end

Commuters, shopkeepers and pedestrians will get a huge relief by the end of March when Metro is expected to remove all barricades and diversions on Aurobindo Marg, a major artery connecting central Delhi with south Delhi and Gurgaon.

The road had turned into a traffic nightmare due to traffic diversions imposed by Delhi Metro Rail Corporation (DMRC) to facilitate construction of the underground Gurgaon line. As the construction has reached the final stages and the line is expected to open in April, all the barricades from Safdarjung Tomb all the way up to IIT crossing on Outer Ring Road will be removed by March end.

Even as the stretch between Safdarjung Tomb crossing and AIIMS flyover will be cleared out soon, the Yusuf Sarai stretch is expected to open next month only because two underground stations AIIMS and Green Park are being constructed using the cut and cover technique. This requires the entire underground space to be excavated and later covered with a top slab. Of these, the Green Park Metro station is coming up in the middle of the main road. Shopkeepers and people driving through the stretch are relieved that the road is finally being opened after two-and-a-half years.

``Ever since the road was taken up by Metro, our business has been badly hit and sales have reduced by 85%. If the road is restored, our business will flourish again,'' said Prabhu Nath, who runs a shoe store in Yusuf Sarai market.

Dwarka residents have won an year-long battle against the National Highway Authority of India (NHAI) and made it to agree to upload the agreement it entered into with Jaypee-DSC for the construction and oper- ation of the Gurgaon Expressway on its official web- site.

With this, the agreement would now be under public scrutiny.

Kundli-Manesar-Palwal (KMP) Expressway To Miss July Deadline On Land Row

Posted on Sun Feb 21, 2010 at 07:30:16 PM EST

The 135-km long Kundli-Manesar-Palwal (KMP) Expressway (also called Western Peripheral Expressway), is likely to miss its July deadline due to petitions pertaining to land acquisitions pending before the Punjab and Haryana High Court.

These land acquisitions will facilitate changing of routes on the National Highways as there are about ten changeovers planned on the entire stretch of the expressway.

Several petitions challenging the land acquisition for the project on NH-1, NH-2 and Gurgaon-Pataudi road are pending before the high court.

To review the progress of the project, a monitoring committee appointed by the Supreme Court has directed the concessionaire to submit its monthly targets whereas the progress will be reviewed on weekly basis.

With the land acquisition proceedings expected to be cleared by the high court soon, the project is likely to be operational by December.

Giving details about the project, a senior official of the HSIIDC told FE that 40% of construction is complete and about 50% of the funds have been utilised.

Noida Authority Approved Construction, New Bridge To Ease Kalindi Jams

By akansha, Section Roads in Gurgaon
Posted on Thu Feb 18, 2010 at 11:01:55 PM EST

HOPE FLOATS: Noida authority approved construction of a fourlane bridge on Yamuna parallel to the old Kalindi Kunj bridge

Some relief is in store for thousands of commuters who take the narrow Kalindi Kunj Bridge on Yamuna to commute between Noida and Delhi and find themselves stuck in jams every morning. The Noida authority has finally given the green light to the construction of another bridge on the river parallel to the existing one.

Sources said the new four-lane bridge would be similar to Nizamuddin Bridge. The existing bridge will be used exclusively by the traffic heading towards Delhi while the new bridge will serve Noida-bound vehicles. The authority has started preparing a detailed project report for the new bridge. It will be constructed within 18 months from the date of awarding the work. The project would cost around Rs 300 crore.

Currently, Kalindi Kunj Bridge, also known as Okhla Barrage, is the only link between Noida and south Delhi. In recent years, traffic on this route has grown manifold and experts say the narrow road is no longer sufficient.

According a RITES report, the bridge was used by 52,760 passenger car units (PCUs) daily in 2001. The number rose to 61,435 in 2007. Experts say that commercial development on Mathura Road and in Faridabad has added to the traffic on this stretch in the last three years.

The existing bridge is also used by vehicles going to Gurgaon from Noida. Though updated traffic volume using this stretch is not known, traffic police estimate it to be 80,000 PCUs daily.

National Highway Numbers To Change, Stretches To Be Longer

By akansha, Section Roads in Gurgaon
Posted on Wed Feb 17, 2010 at 11:09:47 PM EST

By the end of this month, all National Highways (NH) across India will be renumbered, which the government claims will more scientific than now. So, the popular NH-8 connecting Delhi and Mumbai will be renumbered as NH-48 and similarly, the Kolkata-Delhi highway, which is presently NH-2, will become NH-19. Moreover, these primary corridors will also be longer.

Sources in the road, transport and highways ministry said the final notification could happen any time and that the renumbering has already been vetted by the law ministry. ``We have already circulated the details to the National Highways Authority of India (NHAI) and the state governments. So, they are in the know of this. Though it will take a couple of years for people to get accustomed to the new numbers, in the long run this will prove as a big help, more so when we are adding more stretches to the NH network,'' an official said.

As per the detailed report, highways starting from north to south will be in even numbers and those running in the east-west direction will be in odd numbers. For example, the East-West corridor starting from Silchar in Assam and terminating in Porbandar in Gujarat will be renamed as NH-27 and the North-South corridor starting from Srinagar and terminating in Kanyakumari will be renumbered NH-44.

Officials said that the primary NHs running along the north-south and eastwest directions will be predominantly double digit for better identification by commuters. In case of NHs with even numbers, the number will increase from east to west and similarly in case of the odd number NHs, the numbers will increase from north to south.

Posted on Mon Feb 01, 2010 at 11:31:33 PM EST

SMOOTH RIDE: The other half of the six-lane bridge on Aruna Asaf Ali Marg will be opened by March-end

One carriageway of the new bridge over Neela Hauz was opened for traffic on Monday providing relief to scores of commuters headed to Vasant Kunj, IGI Airport and Gurgaon. With the opening of the bridge and all three flyovers on Outer Ring Road, the ride from south Delhi to Mehrauli-Mahipalpur road and the airport has become completely signal-free.

The new six-lane road, which has come up over a water body, will considerably reduce travel time for road users. Even as only half the bridge has been opened, the traffic police maintained that vehicles running in both directions will be allowed on it. "I have been waiting for the construction to be completed so that I can use this road to reach my office at Nehru Place. The flyovers on Outer Ring Road have also been opened and should save at least 30 minutes now,'' said Ratnesh Gandhi, a resident of D-2 in Vasant Kunj. The construction of the remaining portion of the bridge will be completed by March.

The 325m-long bridge has been constructed at a cost of Rs 34.45 crore and has 2m-wide cycle tracks on either side in addition to pedestrian footpaths. It was inaugurated by Delhi Assembly Speaker Yoganand Shastri and Public Works Department (PWD) minister Rajkumar Chauhan. "Now, there is uninterrupted connectivity from IGI Airport to Games Village,'' said Chauhan.

Highway Body To Widen NH-8, Land To Be Acquired To Widen Expressway To 100m, Build Service Lanes

By ugesh sarkar, Section Roads in Gurgaon
Posted on Wed Jan 27, 2010 at 01:22:17 AM EST

Ever since it has been opened for the public, the DelhiGurgaon Expressway (NH-8) has been involved in some controversy or the other. Now, the NHAI--acting on frequent complaints of traffic jams at various places on the highway because of non-availability of a service road on one side--is going to start its land acquisition process to widen the existing highway to a 100-metre-wide Right of Way (ROW). This ROW will be in accordance with the recommendations of the DDA's Delhi Masterplan 2021.

A Right of Way is a strip of land granted for transportation use or for the use of traffic in an organised manner.

Service lanes have been provided wherever land is available K.V. SINGH, NHAI

At present, the ROW on NH8 is only 60 metres wide in Delhi and 45-76 meters in Gurgaon.

If the NHAI's acquisition plan is fruitful, the commuters will enjoy a smoother ride with additional service lanes.

The two-lane service roads on the left hand side of the Delhi section and both sides in Gurgaon were constructed by the Delhi-Gurgaon Super Connectivity Limited (formerly JayPee DSC Ventures Limited). In a reply (January 21, 2010) to the residents' body Dwarka Forum, the NHAI has said that it is going to initiate the process of acquisition of additional land alongside NH-8 for the expressway to conform to the MPD 2021's recommendations of a 100-metre wide ROW.

All National Highways To Charge Toll

By ugesh sarkar, Section Roads in Gurgaon
Posted on Sun Jan 24, 2010 at 10:09:35 PM EST

If you want to drive down a national highway, prepare to pay out a good sum of money each time.

The government has decided to charge toll tax on every new stretch of road it builds on national highways in future -- either lengthening, broadening or improving them -- if the cost of doing so is more than Rs 1 crore per km. The catch: any good quality road costs that much.

The only saving grace is that successive toll tax booths have to be at least 60 km apart.

The transport ministry is busy redrafting the National Highways (Determination of Rates and Collection) Rules to bring about this change, which will be effective three years from now.

This rule had been made once before, in 1997. But public pressure saw the minimum cost for charging toll raised to Rs 3 crore per km, within which few projects then fell.

Haryana Road Projects Receive Nod From Centre

The ministry of road transport & highways has cleared several road projects for Haryana.

Road transport and highways minister Kamal Nath has agreed for making a new Kaithal bypass in widening project of Ambala-Kaithal. It will also include road over bridge (ROB) and flyover with termination point at Titram More.

A bypass for Lakhanmajra and Julana Toll on NH-71 under NHO has also been approved. Apart from this, request for a bypass at Sorkhi was also agreed to, which will be funded by the National Highway Authority of India (NHAI).

The decision was taken at a meeting by Kamal Nath, Haryana chief minister Bhupinder Singh Hooda and Delhi chief minister, Shiela Dikshit at New Delhi. The main purpose of the meeting was to strengthen the road network considering the upcoming Commonwealth Games.

Hooda has urged Kamal Nath for declaration of some state highways as National Highways. These are : Ambala-Saha, Saha-Sahabad, Uklana Tohana Patran, Gurgaon-Jhajjar-Beri-Kalanaur-Meham, Rohtak-Bhiwani-Loharu-Pilani-Rajgarh, Sonepat-Gohana-Jind, Kaithal-Jind & Kaithal-Guhla-Punjab Border. Nath assured to consider the proposals and asked Hooda to take up the matter with the Planning Commission also.

On the issue of widening of Mehrauli-Gurgaon road linking Gurgaon to Delhi, it was spelt out by the concerned officers that from Andheria More to Delhi-Gurgaon border, the portion of Mehrauli-Gurgaon road can be broadened and made six-lane road by shifting central line without any problem of additional land acquisition.

On making the road six-laned beyond the border, Hooda said that the road could be widened to six-lane from Sikanderpur to Rajiv Chowk through sector 55 & 56, which is stretch of about 15 km. The land for broadening the road is available and there will be no need for additional acquisition of land.

While referring to the underpasses on the Eastern peripheral Expressway for catering to the need of Haryana as per their future plan projects, Nath asked the National Highway Authority of India (NHAI) officers to discuss the matter with Haryana officers and accommodate their viewpoint.
