Will Soon Get 300 Cops To Join Gurgaon Police

The Gurgaon police will soon get 300 constables to man the district that has witnessed a large number crime incidents in the past one year.
Police officials said urban Gurgaon that had been expanding fast need a large number of trained personnel.
The Gurgaon police is short of 1,800 personnel, including 70 officers to the rank of DCP, ACPs and Inspectors.
As per the police records, there are seven posts of DCP out of which one is vacant, while the district police has 10 less ACPs against the 17 sanctioned. Similarly, 16 posts of Inspector, 43 Sub-Inspector and 343 ASI are vacant.
Gurgaon Joint Commissioner of Police Alok Mittal said the strength of the district police would increase soon with the induction of 200-300 constables in the force.
"The constables, who will be recruited, are undergoing training at Madhuban in Karnal. It is a one-year training and once it's completed, we will get around 200-300 constables," he added.
The government has approved 3,283 constables, out of which 2,281 are on rolls. The total strength of the district police is 3,570, including senior officials.

Gurgaon Police Orders Submission Of Licenced Weapons By March

In view of the forthcoming Commonwealth Games, the Gurgaon police has asked all the licenced weapon holders to deposit their weapons with their respective police stations by March 30 as directed by the Centre.
The Centre has issued a directive that all licenced weapons in the NCR should be deposited at least six months before the start of the games, Gurgaon Police Commissioner Surjeet Singh Deswal told reporters here on Saturday.
"Special instructions have been issued to the gun houses and to the police stations in this regard. The deposited weapons would be handed over to the owners after the games are over", Deswal said, adding the step was being taken to curb crime during the games.
The police commissioner said from now on private security agencies in Haryana will have to get registered and take a licence before beginning their operations.
He also said the private security agencies were doing a commendable job but their staff needed to be trained more in upkeep of security.
Underlining the priorities in the year 2010, he said Gurgaon Police will focus more on improving the traffic management system this year.

All Police Complaints To Be Treated As FIRs

Faced with repeated public complaints about non-registration of cases by the police, the Home Ministry has decided to issue a circular to all states asking them to ensure that all complaints received at the police stations should be treated as FIRs.
The circular, to be issued next week, would direct state governments and Union Territories to ensure free and total registration of all complaints as FIRs, sources in the ministry said.
The move comes following repeated public complaints that police personnel often adopts dilly-dallying tactics and show reluctance to register an FIR immediately on receiving a complaint.
The objective of the circular is that even if a complaint is false, the police has to investigate into it after registering an FIR. "If the complaint is found to be false, the police can always drop the FIR. But that should not be a deterrent in registering genuine complaints as FIRs," an official said.
The move comes following allegations from the family of Ruchika Girhotra that when they lodged a complaint against former Haryana DGP SPS Rathore in the molestation case, the police initially refused to register an FIR.
The police also refused to register a case when Ruchika's brother was harassed by the police on false charges, they had alleged.
The government, in the proposed amendment to the CrPC, wants to make it mandatory for a station house officer to give reasons for the registration as well as non-registration of a case after receiving a complaint

Gurgaon Police To Verify Licensed Arms

If you stay in Gurgaon and have a licensed firearm, get ready to deposit it with the police.
Staring Friday, station house officers (SHOs) of all 23 police stations in Gurgaon will start a verification drive of armed licenses issued so far.
All licensed weapons in Gurgaon will have to be deposited in police stations by March 31, about six months before the start of the Commonwealth Games next year.
Owners of licensed weapons would have to start depositing their arms between March 1 and 31 next year after the licence verification drive ended, said joint police commissioner Alok Mittal. The JCP on Thursday issued orders to the deputy commissioners of police (DCPs) of east, west and South zones in this regard. Gurgaon has over 5000 arms license holders.
"We have received a communication from the Union Ministry of Home, asking us to get all the licensed arms deposited in police stations in Gurgaon at least six months before the start of Commonwealth Games next year. I have directed the DCPs of all three zones to start the exercise from Friday only and further direct their SHOs for the same," Mittal said.
Gurgaon is likely to host a couple of events such as shooting at the CRPF shooting range in Bhondsi village just off Sohna Road. Thousands of domestic and foreign guests are likely to board hostels and guesthouses in Gurgaon.

Haryana To Spend Rs 300 Crore To Improve Police Working In NCR

Haryana Director General of Police Ranjeev Dalal today said a sum of Rs 300 crore would be incurred on improvement of entire working system of police force in the adjoining districts of National Capital Region (NCR).
Mr Dalal, addressing the police personnel after inaugurating Rs.64 lakh police station building at Pehowa, said that besides providing 2300 residential accommodations to the police personnel, 33 new police stations would be opened in the state. He said separate residential accommodation would be constructed with a cost of Rs 50 crore at Gurgaon, Panchkula and Faridabad.
Besides, a police training centre would also be set up at Sunarian, Rohtak with a cost of Rs 60 crore, he said. Special efforts had been carried out to make the working system of police force modernised and computerised, he said adding that online test system for constable had been started and investigation of all cases was being reviewed by video-conference system with the concerned Superintendent of Police.
The police chief informed that with a view to make the investigation system more impartial and transparent, now it had been handed over to senior officers of Superintendent and Inspector General of Police level.
Earlier, investigation of cases was done only by the officers of Inspector level.
Mr Dalal said that recently, a tractor robbers gang had been busted by the state police who was linked to Muzzafarpur, Bihar. Similarly, special measures had been taken to curb the smuggling of illegal weapons.
He urged the police officers to get the trial cases settled quickly as this would helpful in curbing the criminal activities.

Next time you fire a gun during a wedding, you are liable to lose your arms licence. The administration has said that the arms licence has been granted for self protection and any other use including firing in the air will result in cancellation of the licence and initiation of legal action.
With repeated instances of showmanship and joie de vivre of guntoting groom's parties quickly turning to tragedy, the administration has decided to view celebratory fire during marriages, religious parades, parties and social gatherings as `ostentatious' and thereby illegal.
The Gurgaon police have decided to give a tough message to hooligans and a warning has been published on the first page of the new arms licences issued by the Joint Commission of Police in Gurgaon.
The warning on the first page of the licence reads `The licence has been granted to you for self protection/ security of the establishment/sports activity. Any other use e.g. firing in the air during marriages, religious functions or social gatherings is illegal and may result in cancellation of the license and initiation of legal action.' The fee for granting license for a pistol would be Rs 200 and for a gun it will cost Rs 80-90 per arm.

Gurgaon police launching SMS alerts for traffic advisories, security and crime updates
Gurgaon is undisputedly the home to one of the densest population of young working professionals. These white collar executives have to spend a lot of time on the roads commuting to and fro from their offices in swanky buildings that line up the satellite town.
The Gurgaon cops, however, are coming up with a sweeping reply to all their traffic woes. 
In collaboration with a portal http://www.jiobindaas.com/ the police would be able to provide SMS updates to the subscribers of a unique service which will alert the commuters about traffic jams, road accidents, diversions, security alerts and traffic police drives.
"One need to register at http://www.gurgaonpolice.net/ to start receiving messages about traffic jams, the routes which should be avoided, security alerts and crime and public information alerts.
This would really help the resident in planning their day and making their lives easy," Gurgaon Police Commissioner SS Deswal told MiD DAY.
The Gurgaon police have been sending mobile alerts on the status of passport applications, till recently.
The cops in the satellite town have also compiled a huge database of working professionals in Gurgaon. The data has been classified according to the nature of the job of an individual. The mobile alerts will be directed in consonance with the profile of the executives.
"We have data on people working at public places like malls, banks, markets, cinema halls, hospitals and schools too. For them the messages will be timed according to their work schedules," Deswal added.
The compilation of the comprehensive database was started a month ago when the police launched an immediate communication of any crime reported in police control room. "The move brought in a huge difference in terms of time and accuracy of information," Deswal said.
"As and when crime occurs in the city details are instantly posted on all mobile phones, including all police nakas, police riders, SHOs and all police officers right up to the Commissioner of Police via SMS. The time lag between the occurrence of crime and the information reaching the officials or police post has substantially reduced this way," the Gurgaon police commissioner said.
CEO of Jiobindaas Global Pvt Ltd Rahul Soni said the mobile platform is a very flexible medium and can be used for a number of tasks. "The initiative taken by Gurgaon police will definitely help the citizens."

Ensure Security In Malls, Cops Tell Owners , Compliance Report Sought By Nov 25

The police has directed mall owners here to ensure adequate security measures in their establishments and send the compliance report by November 25.
In a letter written to the mall owners recently, Joint Commissioner of Police Alok Mittal has highlighted the security lapses detected during a mock security exercise conducted by the police on September 30.
It may be pertinent to mention here that on August 13, Gurgaon Police Commissioner SS Deswal had held a meeting with the mall owners and directed them to ensure the provision of adequate security measures.
Following this, the Police Commissioner conducted a mock exercise to check whether the mall owners had taken any effective steps in this regard. However, it was found that despite specific instructions, many lapses were still found in the mock security exercise.
It is in this context that the JCP has now written to the mall owners to plug the security loopholes.

Police To Send Alerts Through SMSes , Novel Way To Ensure Citizens' Security

In a bid to providing security to residents, the Gurgaon police in association with Jiobindass Global Pvt Ltd has launched a novel way to provide citizen alerts via short message services (SMSes) on a regular basis. These alerts will provide useful information about happenings and developments, including traffic congestion, security alerts and public information alerts, on a day-to-day basis to ease their life. This was disclosed by Commissioner of Police SS Deswal here today.
He said with this facility they would be able to ensure easy and better quality of life for citizens. “Constant communication is also the right way of improving the public perception of the police force. It is a catalyst for promoting peace and harmony in our society,” Deswal explained.
“One needs to register themselves at www.jiobindaas.com/ggnalerts or www.gurgaonpolice.net and just after the registration they will start receiving messages about traffic jams, what all routes should be avoided, security alerts, crime and public information alerts,” he said, adding that the police had all data of people working at public places like malls, banks, markets, cinema halls and securities and they had sent the informatory messages to them according to the need of time.
It all started a month ago when the local police launched immediate communication of any crime reported in police control room. “The move brought in a huge difference in terms of time and accuracy of information,” Deswal said. “As and when crime occurs in the city details are instantly posted on all mobile phones, including all police nakas, police riders, SHOs and all police officials right till the commissioner of police via SMS. UNIFORM CHANGE Lighter bulletproof jackets are also coming
Gurgaon police is getting ready to look smarter and better ahead of the Commonwealth Games.
The traffic policemen will no longer wear the white and bulky iron helmets. Instead, they will sport stylish Gorkha or cowboy hats. 
Alok Mittal, joint commissioner of Gurgaon police, said a large number of hats have been procured for the traffic police personnel. "These hats are light and will also give a smart look to the policemen.
" Mittal said Bangalore police in Karnataka used such hats. "We have been receiving complaints from our traffic personnel that the conventional iron white helmets were very heavy and policemen sweat a lot during summers," he said.
"This affects the functioning of the cops." Their danda (stick) has been replaced by a light-weight aluminium baton.
Senior officers of assistant commissioner of police rank and above will sport cricket headgears from Reebok. The JCP said the headgears have also been procured.

Gurgaon Cops Get Tough On Road Rule Breakers

Be wary of breaking traffic rules when behind the wheel in Gurgaon. The number of people booked this year for breaking traffic rules has gone up by three times as compared to last year.
Number of offenders challaned for drunken driving, over- speeding and unauthorised parking in 2008 up to July 31 was 4,570. The number jumped to 13,832 in the corresponding period this year.
Satendra Gupta, deputy commissioner of police ( traffic), said, “ Only 50 people had been booked for drunken driving last year. But this year, 3,430 people were challaned.” “ Similarly, 3,734 people were challaned for overspeeding and 6,668 for wrongful parking as compared to 1,442 and 3,078 challans respectively last year,” he added.
Gupta also said the number of accidents also reduced by 6.94 per cent since last year. Fatalities reduced by 23.41 per cent.
Between January and July last year, 792 accidents were reported, of which 296 were fatal. During the corresponding period this year, 737 accidents took place of which 251 were fatal.

Gurgaon Gets New Dy Commissioner

The Haryana government on Monday posted Anurag Aggarwal, additional managing director of Haryana Vidyut Prasaran Nigam, as Gurgaon deputy commissioner and chief administrator, Shree Mata Sheetla Devi Shrine Board, Gurgaon, during the leave period of RK Kataria.
Earlier, the Election Commission had asked the state government to appoint 1991-batch IAS officer G Anupama as Gurgaon DC in place of Kataria, who is son-in-law of Haryana Congress president Phool Chand Mullana. But it was pointed out by the government functionaries that Anupama is senior even to Gurgaon commissioner DPS Naggal, who is a 1991-batch officer and it would be difficult for Anupama to work as a junior officer.

Driving licences of habitual rule breakers to be cancelled
Gurgaon Police Commissioner SS Deswal said here yesterday that the driving licences of habitual traffic-rule violators would be cancelled and their photographs put on the police website. He said this while addressing a press conference here. Deswal also issued press identity cards to correspondents of the district.
To a query, he maintained that traffic management was the top priority of the Gurgaon police. "The Gurgaon police has identified nearly 300 traffic-rule violators so far," he said, adding that the police would recommend cancellation of the driving licences of those who violated traffic rules and regulations for three or more times.
The Police Commissioner observed that schoolchildren were often seen riding motorcycles or scooters. He said the Gurgaon police had launched an awareness drive for such students and their parents as well as teachers. "For this, we have deployed two special vehicles with dedicated teams, each headed by a non-gazetted police officer," he maintained.
Deswal said in order to ease the Gurgaon roads of traffic congestion, meetings were being held with representatives of the Gurgaon Industrial Association, the CII and NASCOM for persuading them to space out the office timings. He said it had been noticed that the problem of traffic jams was more acute during the opening and closing hours of offices. "Hence, if the office timings are spaced out, the problem can be sorted out," he asserted.

Rajinder Kataria removed as Gurgaon Deputy Commissioner

Election Commission has removed Rajinder Kataria as Deputy Commissioner of Gurgaon, official sources said here tonight.
G Anupama has been posted as Gurgaon Deputy Commissioner in place of Rajinder Kataria who is the son-in-law of Haryana Congress President Phool Chand Mullana.
The Commission has also appointed Bimal Chandra as Commissioner of Hisar Division in place of Balbir Singh.
The new places of posting of Kataria and Bimal Chandra will be announced by the state government in due course of time, the sources said.
The Commission has also appointed Sangeeta Misra as Officier on Special Duty (OSD) in the office of the Chief Electoral Officer as Sajjan Singh is due to retire as CEO on November 30.

Haryana Govt To Revise The Basic Qualification For Constables From Intermediate Pass To Graduation

With the Millennium City housing a large number of highly educated and affluent people, senior police officials have moved a proposal to the state government to revise the basic qualification for constables from intermediate pass to graduation. This, they believe, will go a long way in improving policing in the city.
``Gurgaon is home to several multi-billion dollar MNCs and large corporate enterprises. This makes the police's work more demanding. If the basic qualification for constables is graduation, the system will become more efficient. We recently sent letters to officials and state government to consider amendment in the policy,'' said police commissioner S S Deswal.
If the proposal is accepted, Haryana will become the first state to have all graduate new recruits as constables. Said Deswal, ``Haryana was the first state in the country to fix intermediate as basic qualification for constables. It could soon raise the bar again.''
Residents in the city have on several occasions complained about lower rank cops failing to comprehend their grievances. ``It's not only about the language barrier, sometimes the officers don't understand even simple things and are very rude,'' complained Mihika Khanna, a resident of Sushant Lok.
Priyanka Das of Palam Vihar said: ``The standard of the cops needs to be raised keeping in view the changing times.''

Police Launch New Toll-Free '1090' Number

Police here has started a new toll free number for citizens to give information regarding suspicious persons or activities coming to their notice.
Deputy Commissioner of Police Kulwinder Singh today said that they have introduced a new toll free number 1090 to keep a check on criminals and also to involve the general public in this exercise.
He appealed the people to inform the police about the suspicious persons at the earliest on noticing them.

Unique Punishment - Gurgaon Drink-Drivers To Be `Face-Booked'

The Gurgaon police plan to use the internet to check drink-driving in the city.
The idea: to `defame' repeat offenders by posting their names, addresses and photographs on the police website.
"This will not only discourage them but also other drivers from committing the crime of drink-driving," said Alok Mittal, joint police commissioner. The police have registered 4,183 cases since January, when they started a drive against drink-driving.
About 3,400 of these were registered in the past three months.
Mittal said the police effort had been successful, and the number of accidents and incidents of road rage and other road-related crime had come down in the past three months.
Simultaneously, the traffic police department ran a late-night campaign to crack down on drink-drivers -especially around pubs and malls.
DCP (traffic) Satender K. Gupta said that as a result, accident cases had dropped by 20-25 per cent in three months.
The police will also ask the Regional Transport Officer to cancel the licences of those booked repeatedly on drinkdriving charges.

Haryana Seeks Aid For Better Policing In Gurgaon

Haryana Chief Minister Bhupinder Singh Hooda has sought help from the central government for better policing to improve the law and order situation in the tech hub of Gurgaon near New Delhi that has seen an influx of Indian and foreign professionals.
"Chief Minister Hooda has drawn the attention of the union government towards the need of enhancing the policing capabilities in Gurgaon. It is required to address the unique challenges posed by the growth of business activity and heavy influx of people, including a huge number of foreign nationals, in this area," a state government spokesperson said here.
"The phenomenal growth of Gurgaon as an international destination for foreign investments has placed tremendous responsibility on the state police," the official said.
Hooda had made these observations while speaking at the meeting of chief ministers on internal security in New Delhi Monday.
"Gurgaon is home to several multi-billion dollar MNCs and large corporate enterprises, which make the police's work more demanding and complicated. Any breach in security in this vulnerable area would cause irreversible damage to the credibility of the nation's security system," the spokesperson said.
The Haryana government had raised this issue with the central government in April this year too.
Besides, in view of forthcoming Commonwealth Games 2010, Haryana is all set to raise a fourth India Reserve Battalion, as a full commando unit, to meet the growing security challenges in the national capital region.

Haryana Gears Up For Commonwealth Games, To Raise Commando Unit

With an eye to the 2010 Commonwealth Games, Haryana will raise a fourth commando unit among a slew of steps being taken to beef up security in the national capital region (NCR), Chief Minister Bhupinder Singh Hooda said Monday.
Speaking at the meeting of chief ministers on internal security, Hooda outlined the Haryana government's plans to strengthen the police system in the satellite towns of Delhi Faridabad and Gurgaon.
In order to strengthen the police system in the NCR, we have on Aug 1, 2009, created a Commissionerate of Police at Faridabad. This is the second commissionerate of police in the NCR after Gurgaon. We are taking steps of raising a fourth India Reserve Battalion as a full commando unit, Hooda said.
Haryana has undertaken a drive to recruit 10,000 police personnel and has sanctioned new police stations for the vulnerable NCR region.

Why are most slums located in the east police district, which has posh localities like DLF City, Sushant Lok and Southcity?
All construction sites and villages abutting posh localities, all over Gurgaon, have slums. Their concentration is not area-specific.
We do not have the exact number of shanties in Gurgaon.
Why cannot you remove the slums from your police district?
This is not the responsibility of the police but of civic agencies.
The slums have come up by encroaching upon government land.They also pose a law and order problem. What has your department done to check their growth?
Slums are an integral part of any booming town like Gurgaon. The setting up of slums is an organised business and a lucrative one for those who are engaged in it. It is very difficult to remove slums for many other reasons that I cannot go into.
On occasion, slum dwellers have been found involved in heinous crime. Many are part of organised gangs. What steps have you taken against them?
A few months ago, we launched combing operations in places like DLF Phase III, Chakkarpur, Aardee City, Kanhai and some other places near sectors 55, 56 and 57 to identify illegal migrants. Eventually, we got many of them deported.
While intelligence reports claim thousands of Bangladeshis live in Gurgaon, your department has failed to deport them. Why?
Deportation is a tedious process.
After we arrest them, they are convicted for illegal stay and can be deported only after their conviction period is over.
Do you have a mechanism to identify illegal Bangladeshi migrants?
It is a difficult task, as many of them have acquired local documentation, such as ration cards. It is also difficult to distinguish them from bonafide citizens from West Bengal.
However, we have a team of policemen who are adept at distinguishing illegal migrants from native Bengali labourers.
