Gurgaon Will Have A High Level Strict Security Cover During The Commonwealth Games- 2010

Gurgaon will have a high level strict security cover both at the shooting range and the city during the Commonwealth Games- 2010.
This was disclosed in a meeting held by Joint Police Commissioner, Gurgaon, Mr Alok Mittal with officers of National Institute of Disaster Management and nodal officers of different departments, appointed for managing the security during Commonwealth Games, in Gurgaon today to review the security arrangements. All the departments were directed to chalk out a Disaster Management Plan for the Commonwealth Games.
It was disclosed in the meeting that strict security arrangements would be made in the entire city besides the shooting range where the event would be held. All the malls, markets, hotels, guest houses and metro stations of the city would be covered under security arrangements. A mock drill would also be conducted before the event to ensure the availability of resources and the complete information about Emergency Response Plan. The mock drill would help in increasing the resources according to the need and also change in the plan suitable to the situation.
The Joint Police Commissioner urged the officials of National Institute of Disaster Management to guide the nodal officers in chalking out the Disaster Management Plan. He directed the Civil Surgeon Dr Praveen Garg to present the same in the next meeting. The plan should comprise of information related to hospitals, number of physicians, beds and ambulances and other facilities available in the hospitals besides the information about other big private hospitals situated at Gurgaon.

Cops In Gurgaon Seek Dedicated Police Station

On the lines of dedicated police stations for the Metro in the capital, Gurgaon police has sent a proposal to the Haryana government asking that a new police station be set up for the five metro stations in Gurgaon. In Delhi, the Delhi Metro Rail Corporation (DMRC) has dedicated police stations for every 5-6 Metro stations, infrastructure for which has been provided by DMRC itself.
``Till the plan is approved, all cases related to Metro stations will be registered at a local police station but later on, we have proposed that a separate police station be set up for the Metro. We have strongly recommended that one such police station be set up near HUDA city centre station or the MG Road station," said Alok Mittal, Joint Commissioner of Police, Gurgaon.
Cops added the city police is already struggling with issues like acute shortage of manpower and a large number of Metro-related cases will be an additional burden. ``Because of preparations for the Commonwealth Games, there is already so much pressure on us and our new recruits have not yet joined the force. Hence, we want a separate police station to deal with cases taking place inside Metro premises," said a senior police official. At the moment, a little over 3,000 policemen in the millennium city look after a population of over 18 lakh people.
Police also expressed displeasure about the lack of parking lots and feeder bus services. ``The Metro has come as a boon for the city but we have two concerns, parking lots and feeder bus services. As there is no sign of a feeder service, commuters are getting to the stations in their own vehicles which leads to parking chaos," said an officer. ``DMRC is coming up with an 876 sqm parking lot at MG Road and a 1577 sqm lot at Sikanderpur Metro station. The two stations see maximum traffic during peak hours and the parking lots at the stations are too small. We have raised our objections with the DMRC."

'A Confused Community Policing Project Fails And Gurgaon Cops And Civilians Differ On Its Success'

Community policing, an initiative started by the Gurgaon police about a year ago to bridge the gap between the community and the police department, has failed.
The idea was to give the res- idents' welfare associations (RWAs) and other social organ- isations a platform to assist the police in maintaining law and order as well as traffic.
However, the project remained limited only to issuance of identity cards.
The police had appointed 50 people as traffic wardens and another 100 as security war- dens. Each of them was given an identity card and a place to sit in the nearest police station, the police officials said.
However, the exercise failed because of lack of interaction between the wardens and the police. The validity of the iden- tity cards also expired and most of them were not renewed.
"Our RWA representatives were a part of the initiative.Even the previous police com- missioner participated active- ly and held meetings with the officials at his office every month. But since past one year, nothing has been happening," said Dharam Sagar, chairman, Federation of All RWAs. "The identity cards were not renewed despite our repeated efforts and thus everybody lost interest," he added.

Cop Quarter Allotment To Go Online, Move Follows Complaints

 For every six police- men in Delhi, there is one staff quarter.This may sound strange, but to avail that, a policeman needs connections.
After being swamped by complaints of "favouritism" and even "payment of bribes" in allotment of staff quarters to the constabulary, the Delhi Police chief has decided to make the entire procedure "online."
For the more than 76,000 strong constabulary, only 13,490 houses are available.
Many commute daily from neighbouring districts of Haryana and Uttar Pradesh or are forced to spend the nights in the barracks.
"There were several com- plaints of policemen close to certain officers getting houses allotted in their names. In some instances, money changed hands," said a senior police officer.
"To put an end to this and bring in transparency, the hous- ing allotment procedure will now be made online," he added.
Police chief Y.S. Dadwal got acting on the complaints and the plan for the new system was initiated. With the procedure getting online, a policeman can apply for a quarter through this new procedure. In the past, there have also been allegations of policemen renting out their premises.

The latest updates on Delhi's traffic condition are just a click away now. Delhiites can get in touch with the Delhi Traffic police through popular social networking sites such as Twitter and Facebook.
By logging on to Twitter, you can get to know about the con- dition of Delhi traffic, which roads you should take and which to avoid, to reach your destination.
By logging on to Facebook, you can share your views on the traffic management initiatives. The rising Internet penetra- tion among Delhiites has prompted Delhi Traffic police to go the social-networking way.
And the innovative idea seems to have clicked.
"People have started com- municating with the traffic police through Facebook and Twitter in bulk," said a senior traffic police officer.
"Through Facebook, we pro- vide information about new plans, initiatives and challenges, and also make the users aware about the traffic situation in the city. Besides, we seek sugges- tions, reactions and views from responsible citizens of Delhi," said Satyendra Garg, Joint Commissioner of Police (Traffic).
"Through Twitter, we update them about events, processions, rallies, road congestion, acci- dents etc. The management of traffic in Delhi during the forth- coming Commonwealth Games is a big challenge as well as a great opportunity," he said further.

Policemen Put On The Job To Earn Goodwill And Do Away With Extra Flab

 Considering the high literacy rate and the great number of educated people who live in Gurgaon, the city police is planning to revamp its image by teaching its personnel lessons in good conduct while dealing with the general public. All employees from the level of station house officer (SHO) to the rank of constable would get the benefit of lessons in etiquette.
A proposal has been sent to the state government demanding that every police station be allotted Rs 5,000 per month to serve tea and snacks to complainants. "We have requested the government to allot us funds so that we can provide minimum Rs 5,000 to each police station in the city every month. Every complainant has to be treated like a customer and our guest and we are there to help him. This measure will create a good image of police among people," says Deswal.
Apart from the plan to get the local police personnel trained in behavioural and communication skills, policemen found overweight have been given a deadline to lose extra pounds. The idea behind this is to change the perception about policemen being fat and inactive. "Although we can't expect quick results sincere effort is required to be made by the personnel otherwise they would be transferred," cautions Alok Mittal, joint commissioner of police, Gurgaon.
Professional experts will be engaged for imparting training to police personnel. The entire exercise has become important in view of the upcoming Commonwealth Games. Gurgaon being close to Delhi players as well as tourists are expected to visit Gurgaon. A shooting event is also being organized in Kadarpur shooting range of Gurgaon.
Already, constables in Gurgaon police are learning how to express themselves in English so that they do not face in difficulty in communicating with foreign visitors.

Mind It, Park Your Vehicle illegally And Invite Deflating Of Tyres

 Although this leaves motorists in the lurch, but police officials defend the step saying that it has been taken after warnings and signboards put up to make people desist from parking wrongly failed to work. "People know that the space is not meant for parking but still they park their vehicles on the roadside without bothering about the traffic hassles it creates for other road users. Warnings have been given, sign-boards have been put up but still the problem persists so we were ordered to deflate tyres of vehicles parked in no parking zone or those parked illegally," says Sunder Kumar, a police official on duty.
The city is facing an acute dearth of parking spaces. Commercial enterprises are being run in most residential areas. Hefty parking fees in markets and malls which increases every now and then tempts motorists to park their vehicles on service lanes, especially if they have to park for a few minutes. But now parking in the no parking area even for a minute can waste several minutes when tyres get punctured. "I parked my vehicle on Golf Course road and went to an office just for five minutes but when I came back I found its tyres deflated. I suspected the nearby puncture vendor for doing it. But when I saw many others like me fighting with him, I got to know that it was done by traffic policemen," says Dhruv Malik, a commuter.
Another motorist says, "Action like this is not justified. We have to pay a hefty amount just for the five-minute parking. It is convenient to park in a service lane if one has to go for a few minutes' work".

Traffic Cops To Manage Beggars Too

Delhi Traffic Police has more work now. Apart from managing vehicular movement, they will now have to clear the roads of beggars and vagabonds.
Recently the Ministry of Home Affairs informed the Rajya Sabha that to ease the traffic situation, the city traffic police are involved in "decon- gestion of corridors from beg- gars and vagabonds".
According to the police, every year there is a 5-6 per cent increase in the number of vehi- cles on the city's roads. On an average 65 lakh vehicles ply on the city's roads daily.
Police say they have started the initiative to clear the roads of beggars and vagabonds in col- laboration with Delhi govern- ment's Social Welfare Dept. "Traffic is often held up at various intersections due to the presence of beggars and vagabonds. With the help of the social welfare department offi- cials we round them and send them to detention centres," said Satyendra Garg, joint commis- sioner of police (traffic).
On an average, 18 traffic jams are reported daily in the city, with the traffic helpline getting 6,729 complaints.

A `Clampdown' On Traffic Offenders

& After Delhi and Faridabad, the traffic police in Gurgaon have adopted the idea of clamping the wheels of wrongly-parked vehicles, instead of adopting the con- ventional method of towing them away.
For this, the department has tied up with a private sector company, Jammer, which will provide clamping devices imported from China and man- power to execute the project.
The clamping procedure includes jamming one of the wheels of a wrongly-parked vehicle with a device called Clamp, that renders it motion- less. If the driver tries to move the clamped car, the tyre could get punctured by the nails in the device.
The company workers also paste a sticker on the vehicle, with the name and mobile number of the traffic inspector to be contacted for the release of the vehicle.
To begin with, the traffic police kicked off the project from DLF City, where they have clamped about 245 vehicles in and around Galleria Market in Phase IV since Wednesday.
"We have tied up with a company called Jammer, that has provided us 20 clamps and eight workers to undertake the clamping exercise," he added.

Gurgaon Cops Get Computer Training

The Haryana police are gearing up to strengthen their workforce with additional personnel who have received training in computer operations, soft skills and social work. As many as 726 recruits of 5th batch of Haryana Armed Police (HAP) from Centre for Police Tr aining and Research at Bhondsi have already joined the force as constables in Haryana Police earlier this week.
The state police plan to make its various records available online very soon. Private players,
including NGOs like Seeds India, have played a major role in their training programme.
The new batch will also prove helpful in handling cases involving cyber crimes. "These policemen will prove beneficial when deputed in the cyber crime cell since they have the basic knowledge of IT," IG Sheel Madhur said.
The recent batch underwent the training for a longer duration than the stipulated time.
"Most of these new recruits will be deployed in the NCR region due to the increasing demands in these districts compared to rest of the state," the police officer added. The IG said since the state police was gearing up t]o go online, to the extent of making even case diaries avail

As part of preparations for the Commonwealth Games, the Union government plans to spend Rs 23 crore on modernisation of the Gurgaon and Faridabad police.
An amount of Rs 20 crore has been sanctioned for modern outdoor surveillance system in these districts.

Traffic Cops In Gurgaon Told To Shape Up Or Ship Out

A policeman's caricature obese, pot bellied, oppressively slow, panting while chasing a thief is a cartoonist's delight. But the Gurgaon Police is in no mood to let the cartoonists have a hearty laugh. It has asked its overweight traffic cops to shed that extra flab and get into shape to improve the image of policing in the Millennium City.
What's more, 12 policemen, who have been found to be overweight, have been given a deadline of 15 days to show ``considerable improvement'' in their fitness levels or get ready to be shifted out of the city.
``We understand that these cops can not reduce their weight miraculously, so we have asked them to show some sincere efforts. Else, they will
be transferred out of the town,'' said Alok Mittal, joint commissioner of police, Gurgaon.
He added that those who were `marginally' fat were spared for now but guidelines were issued asking them to ``take care of their expanding waistline''. The letters were given to some cops after a traffic police parade on Monday.
``Traffic cops are the most visible part of the police force and they must remain fit and smart. We want to change the public perception about cops being fat and inactive. We want a smart police force,'' said Mittal. The department plans to organize annual fitness camp for its 250 cops.

Soon, Biometric Database Of All Criminals

Part of Project Aimed At Interlinking All 14,000 Police Stations & 1,300 Prisons In The Country By 2011
The government has launched a project to have a biometric database of all criminals across the country.
The project Automated Fingerprint Identification Systems (AFIS) is currently being implemented in 21 states and two Union Territories including Delhi and Puducherry under the ongoing Crime & Criminal Tracking Network and System (CCTNS), which is aimed at inter-linking all 14,000 police stations and 1,300 prisons in the country by next year.

"Every police station in the country is proposed to be provided with fingerprint reader for which Rs 15,000 per police station has been earmarked," said a home ministry official.
Police stations in the selected states have started taking fingerprints of all criminals and keeping them in a database, which could be used by various law enforcement agencies across the country.
"This will enable easy sharing of real-time information across police stations and districts at the state level as well as national level, thereby resulting in improved investigation and crime prevention and better tracking of criminals, suspects, accused and repeat offenders," said the official.

Cops Turn On Charm To Impress The Cosmopolitan Citizens

 The Gurgaon Police are turning over a new leaf.
Often in the news for their incompetence in dealing with cyber crimes, the satellite city police plan to turn on their charm full steam to impress the cosmopolitan citizens.
They are learning English and working to improve their behaviour. What's more, the police have asked the government for funds so that police stations can offer tea and snacks to anyone who visits them to lodge a complaint.

Don't be surprised if you find a traffic police constable addressing you as "sir" and literally requesting you in Queen's English to pull over your vehicle and show the requisite documents.
Rather, be prepared to be treated in a courteous and polite manner by the hitherto rude and rugged policemen of the so-called millennium city. You can even expect the ubiquitous Haryana police command "Ghani jaldi sai? Gaaddi side mein laa le" to be replaced by "excuse me, sir, would you please show me your driving licence and vehicle registration certificate?"
For, the Gurgaon police is in for a major revamp with the top police authorities having drawn up a plan to get the local police personnel trained in behavioural and communication skills. Under the programme, they would be taught to keep their temper under control and observe proper etiquette while dealing with people.
Professional experts will be engaged for imparting such training to the police officials from the rank of constables to SHOs."In view of the high literacy rate and the large number of educated people living in Gurgaon, our men will be given a thorough training in communication skills to improve their conduct with the general public.

Cops Have No System For Tracking Lost Phones, An RTI Query Reveals

Devashish Bhattacharya was at a wedding party in December last year when he lost his Nokia 6600 phone. In a city like Delhi which has millions of cellphone users, losing a phone or two is often the way of life. But Bhattachrya decided to pursue the matter. He first reported the theft to cops and when nothing came out of it, filed a Right to information (RTI) application with Delhi Police, seeking details of cellphone thefts in the city.
Figures that came tumbling out of the police records painted a sorry picture for the cops. In reply to the Right to information plea, the police claimed that in the past two years 56,841 people have lost their phones.

Of these, just 1,208 have been recovered even though in most cases the victims told the police a unique International Mobile Equipment Identity (IMEI) number with which a phone can be tracked.
The reply to RTI also reveals there is no centralized unit in Delhi Police for tracking missing mobiles. Of the 11 districts in the capital, only central and northeast district have dedicated teams for tracking lost mobiles.
In the reply, the police at Indira Gandhi International (IGI) airport said that they conducted 13 raids in the past two years and arrested 2 persons while their counterparts in southwest district conducted 30 raids and arrested 11 people.
During the same period, the police in New Delhi district arrested 21 people, allegedly for stealing mobile phones.

Gurgaon Cops Like Russian Communists, Wake Residents In Wee Hours To Check ID

Thousands of residents of Rajiv Nagar near Civil Lines found cops at their doors in the wee hours of Friday. Reason? Police were on a verification drive, doing a head count of people living without identity cards in the city.
Even as police said the ``verification drive'', which was launched late on Thursday night, would be rolled out across the city over the next few days, residents, who were jolted out of their sleep and asked to produce their credentials inside their own houses, did not seem too pleased. A large number of people without I-cards were also detained by police but later released with the warning that they get the cards soon.
Senior police officials maintained the ``unique initiative'' was aimed at making a record of people who keep getting in and out of Gurgaon. The drive, which started in Rajeev Nagar, on day one lasted about five hours.
``Our aim is to screen each and every person living in Gurgaon and maintain a data of floating population. We have identified a lot of areas where such random checking will be done at odd hours. We know it will inconvenience people but they need to understand the drive is for their safety,'' said S S Deswal, police commissioner.
As many as 500 police personnel including three deputy commissioners were present during the drive. The police were mainly targeting tenants and servants who were living without verification, said senior police officers.

Cops Accused Of Selling Corpses To Pvt Colleges

Police officials in Rajasthan illegally sell unidentified corpses to private medical col- leges for Rs 5-7 lakh each, an RTI application by a business- man here has revealed.
Raj Kumar Soni's son Rahul was allegedly murdered last year in Sriganganagar district, 500 km from here.
When the police discovered his body, they treated it as `unidentified' without making any effort to trace his relatives, and illegally sold it off, said Soni.
When he went to the police to claim the body, they first said his son had been cremated.
"When I asked for the address of the crematorium to take the ashes, the police said they had sold the body to the privately- run Tantiya Medical College," Soni said on Monday.
An RTI petition filed by Soni revealed that three police sta- tions had given 23 bodies to two colleges in the last five years.
The business of selling corpses began three years ago, he said.
The police have, however, denied the allegation. Under the Rajasthan Police rules, police could hand over uniden- tified bodies to hospitals for study purposes, said Bikaner Range IG M.C. Meena.

IF you are the victim of theft in Delhi or Pune -- say, your vehicle gets stolen, your home is burgled or you are robbed -- there is just a 2 per cent chance that you will get your goods back.
Crime in India- 2008 , the latest report from the National Crime Records Bureau ( NCRB), reveals that while the national average recovery rate of stolen property is around 20 per cent, the success rate of the Delhi and Pune Police is shockingly low -- 2.8 per cent and 2.2 per cent respectively.
The report says: " Among 35 mega cities, Pune, Delhi and Mumbai have recorded a significant loss of property worth Rs 500 crore, Rs 358 crore and Rs 327 crore respectively." Both Delhi and Pune saw a surge in thefts in 2008.
The value of property stolen in Delhi rose from Rs 184 crore in 2007 to Rs 358 crore in 2008, while it rose from Rs 67 crore to Rs 500 crore in Pune.
In the same period, Delhi's recovery rate dipped from 5.4 per cent to 2.8 per cent.
In contrast, Chennai has a 78 per cent recovery rate of stolen property, the NCRB report says.

On Thursday, S.K. Maheshwari of Surya Nagar in Ghaziabad was `appointed' the Station Officer (SO) of Link Road Police Station.
Maheshwari caught 20 vehi- cles that were without proper registration papers or had black films on their windows. The vio- lators also included errant driv- ers and those doing triple-rid- ing on a two-wheeler. 
Later, he ordered the driver of his police jeep and consta- bles to proceed to the congest- ed Anand Vihar-Maharajpur border to streamline the chaot- ic traffic situation and encroach- ments in the area.
What seems like the regular job of a police officer is actual- ly not for him to do. Maheshwari is a civilian resident of Surya Nagar and part of a project launched by the Ghaziabad Police.
"It is a new initiative to bring the residents close to policing," Ghaziabad Senior Superintendent of Police (SSP) Raghubir Lal said.
So, on Thursday evening, more residents of the city from 10 police station areas took over the job of the actual SOs and got down to work.

Will Soon Get 300 Cops To Join Gurgaon Police

The Gurgaon police will soon get 300 constables to man the district that has witnessed a large number crime incidents in the past one year.
Police officials said urban Gurgaon that had been expanding fast need a large number of trained personnel.
The Gurgaon police is short of 1,800 personnel, including 70 officers to the rank of DCP, ACPs and Inspectors.
As per the police records, there are seven posts of DCP out of which one is vacant, while the district police has 10 less ACPs against the 17 sanctioned. Similarly, 16 posts of Inspector, 43 Sub-Inspector and 343 ASI are vacant.
Gurgaon Joint Commissioner of Police Alok Mittal said the strength of the district police would increase soon with the induction of 200-300 constables in the force.
"The constables, who will be recruited, are undergoing training at Madhuban in Karnal. It is a one-year training and once it's completed, we will get around 200-300 constables," he added.
The government has approved 3,283 constables, out of which 2,281 are on rolls. The total strength of the district police is 3,570, including senior officials.
