Chief Minister Hooda's Diwali bonanza for women & jobless

Ordinance to be promulgate to give fast track clearances, approvals for industrial projects

The Haryana Cabinet, which met here on Friday under the Chairmanship of Chief Minister Bhupinder Singh Hooda, decided to promulgate an Industrial Promotion Ordinance to give fast track clearances and approvals for industrial projects.

Later talking to mediapersons, Mr. Hooda said that the new Industrial Policy had envisaged enactment of an Industrial Promotion Act and formulation of rules to make it mandatory for various departments and authorities to provide clearances within a fixed time frame. He further said that the proposed Ordinance or Act would empower the State Government to prescribe a composite application form which all departments or authorities will be mandated to accept. It would also empower the State Government to prescribe the time limits for processing and disposal of applications.

The Cabinet also decided to sell revenue stamps through stamp vendors by giving them commission at a rate of 3 per cent in areas where the treasuries and sub-treasuries exist and at a rate of 4 per cent where they do not exist. It also decided to reconstitute eight municipalities which had been abolished by the earlier Government. These are Loharu, Hathin, Farrukh Nagar, Jullana, Ateli Mandi, Kanina, Radaur and Sadhaura. The Cabinet also approved implementation of a new Scheme - "Ladli" -- in place of the existing scheme of "Apni Beti Apna Dhan'' to improve the status of the girl child. Mr. Hooda said that the earlier scheme, introduced by the erstwhile Chautala regime, had not produced the desired results. The Cabinet also decided to implement Ladli Social Security Pension Scheme for families having only girls. The scheme would be implemented with effect from January 2006 on the pattern of the Old Age Pension Scheme for families having only girl child or children and it would give benefit from the age of 55.

The Cabinet also decided to raise the limits of discretionary grants placed at the disposal of the Chief Minister, Cabinet Ministers, Ministers of State and Deputy Speaker of Haryana Vidhan Sabha. The limit has now been raised to Rs. 5 crores for Chief Minister, Rs. 50 lakhs for Cabinet Minister and Rs. 25 lakhs for Minister of State and Deputy Speaker of Haryana Vidhan Sabha. It also revised the policy regarding the Discretionary Grants to be sanctioned by Chief Minister, Deputy Chief Minister, Ministers, Speaker of Vidhan Sabha, State Ministers and others.

The Cabinet also decided to replace the present Unemployment Allowance Scheme by a new one called "Unemployment Allowance for the Educated Unemployed Scheme, 2005'' and an allocation of Rs. 30 crores has been made in the budget for 2005-2006 for this purpose.

The Cabinet also decided to reduce the rate of entertainment duty from existing 50 per cent to 30 per cent for cinematography for all types of cinema halls in the State. In yet another significant decision, it decided to exempt or reduce the rate of VAT on certain goods, thus giving relief of about Rs.10 crores annually to trade, industry and customers. The items exempted from tax include truthfully labelled seeds, tyres and tubes of animal drawn vehicles, animal feed supplements, concentrates and addictives and husk of pulses and deoiled cakes. It was decided to reduce tax from 12.5 per cent to 4 per cent and exempt sweets and snacks prepared with traditional tools and on others reduce the rate of tax on sale of guar, agricultural tractor tyres and tubes including flaps to four per cent. It was also decided to reduce from 12.5 to 4 per cent the rate of tax on all processed or preserved fruits and vegetables, whether sold in a sealed container or otherwise, and wet dates and khoya.
