Jaypee DSC Venture Should Be Fined And Penalized For Delaying NH-8 Flyovers Over & Over Again

- The date of completion of service roads to be built by NHAI along the proposed expressway was December 2004,
- but it may be ready for use only in November 2006.
- even though the current extended deadline is December 2005.
This is because the contractor Jaypee DSC Venture have so far completed only half of the work. (The Govt should seriously consider imprisoning, or placing heavy fines, on such contractors who while bidding for contracts make tall claims and then repeatedly fail to deliver. Remember that these culprits are not doing free social service, but are charging public money for what they have promised to deliver.)
S.K. Dixit, Chief Executive Officer of Jaypee DSC Venture, had claimed that the two-lane service roads along the highway will be ready by December 2004. "The traffic flow will be smooth on the highway during the construction of the Expressway with service roads in use. We may let traffic use some of the flyovers during the construction phase, if need arises," he had said.
And false claims by Jaypee DCS Venture have also made a lie of the tall claims of the Chief General Manager, NHAI, S.P.S. Bakshi. He had said that the majority of the flyovers will be ready by March 2005 and can be allowed for partial use. He also claimed that "the contractor has already set up a casting yard near the Gurgaon-Delhi border and work on pillars is on at war footing." (Ha ha.) "The underground gas pipelines and communication cables had hampered the progress. Now, major hurdles have been removed."
If the "major hurdles" have been removed, why is the work not complete on time?
