From The Indian Express: Haryana CM Bhupinder Singh Hooda has ordered Gurgaon Divisional Commissioner Avtar Singh to begin a probe into the clash between violent workers and enraged police. Around 70 people were arrested for rioting and arson and another 300 rounded up as a preventive action.

  • The trouble began when a procession was taken out by workers of a Honda factory at Manesar from Kamla Nehru Park at 11 am. The crowd was intercepted by a police team, led by the Gurgaon Sub-Divisional Magistrate, J.S. Sangwan, and Deputy Superintendent of Police Jagpravesh Dahiya, near the Kalyani Hospital on the Mehrauli-Gurgaon Road.
  • When asked to call off the procession, the protestors turned violent and attacked the officers. They set the SDMs jeep and a police motorcycle on fire and damaged other vehicles parked nearby. The SDM, DSP, and Inspector Ravinder Kumar were also assaulted by the mob. While an outnumbered police force ran for cover, the protestors went on a rampage through MG Road, damaging buildings and vehicles. Within an hour, the protestors reached Gurgaons Mini Secretariat on the Delhi-Jaipur highway.
  • Addressing the media later, Gurgaon Deputy Commissioner Sudhir Rajpal said: The administration was neither informed about the procession nor was any permission sought. When it became abundantly clear that their intentions were not of a peaceful protest, we had to take action.
  • It was here that the police turned on the protestors with a lathicharge lasted 45 minutes. Excessive force used by the police to stop a 1000-strong workers protest which turned Gurgaon into a battleground. At least 400 people including over 350 protestors were injured. The condition of some are serious. Unconfirmed reports say that the figure could be higher.
  • Meanwhile, the Gurgaon administration called for help from the neighbouring districts.
The dispute between the workers and the management of Honda Scooters is over action taken against 54 employees, of whom four have been dismissed and 50 suspended, said Rajpal. We have tried everything to get both sides to reach a solution, Rajpal said. Also, what is the justification in targeting government machinery when the dispute is between the management and the workers, he added.

On July 23, protestors had blocked the National Highway 8. Sources said police had registered cases against some union leaders, which reportedly caused a lot of anguish among the protestors and is believed to be one of the reasons that precipitated todays crisis.

"Unfortunate, but employees will be reinstated only after probe," Hero Honda maintains.

Honda motorcycle and Scooter India (HMSI) today said it will not reinstate any of its suspended workers without completion of an inquiry.
Even though todays incident is unfortunate, we cannot take back any of the suspended employees till a third-party inquiry against them is completed, said a company official from its factory in Manesar. The company had been in the grip of a major labour unrest for over a month now. The official refused to comment on the clash, saying, this is an event that has taken place outside our factory premises. Asked whether the firm was ready to provide financial assistance to those injured, he said it could be considered in case a specific request came in.
The unrest has seen the company, a fully-owned subsidiary of Japans auto major Honda Motor Co., suffer huge losses due to production being scaled back. A company official told Reuters that production had suffered after workers decided to go slow from May.
We have suffered a loss of Rs 2.5 billion, he said. HMSI, which has more than 2,000 workers on its rolls, used to produce an average of 2,000 scooters and motors but the number fell to 400 units a day during May and June because of the agitation, the official said.
The company currently makes 1,000 units a day, he added. Company workers had gone on a strike demanding higher wages. Earlier this month, the All India Trade Union Congress (AITUC) threw its weight behind the companys trade union.
AITUC general secretary and CPI MP Gurudas Das Gupta had taken the stand that workers were being victimised for forming a trade union. Barely half of the companys labour force is reported to be working after the agitation began. Agencies

Political Reactions:
Prime Minister Manmohan Singh has expressed deep anguish. Only an inquiry could say whether the police had acted in haste, an official spokesperson said.
She (Sonia Gandhi) has directed the Chief Minister to inquire and take appropriate action against those responsible for this incident, said Janardhan Dwivedi, AICC general secretary.
Randeep Singh Surjewala, Haryana Minister for Industries, said the incident was condemnable, but it should be kept in mind that three police vehicles were set ablaze.

Whatever happened in Gurgaon is quite shameful & disgusting. Police has acted in Barbaric way & guilty must be punished.

First, we have to accept that any Company has a right to sack people, with justified reasons. Communist leaders must not Mis-guide people on this.

Secondly, there must be a code of conduct for protests. Sometimes such protests are orgainzed by Ruling Party itself ????????   This type of things are unique to our poilical system.  Nobody should be given a liberty to damage Govt property, which is build with Tax-payers money.

Police, on the other hand must be equipped with adequate resources to handle such sitautions.  Policemen are human & they must not be handled badly whether it is a political drama or some other protest. As far as their irresponsible behaviour is concerned, they are also part of the society & have similar ethics.  

MORAL of the story is :

We need more decipline (Not only democracy & rights)-  Whether Public Or Police.

Law must be capable to punish the victim whether NETA or Policemen or even a comman man.

Or else, such incidents will continue.

First of all I regret this incident deeply. I don't know much of the inner details but from what you read in newspapers, it looks like there was some firing of work force done by Honda Management which triggered this. Now first of all Indian workers need to learn that in private and foreign companies these things are very common and they call it "layoffs". It is foolish to protest that!

The other thing I noticed in the comments above are criticism of infrastructure and local law and order. There is indeed need of improvement there and hopefully that will happen with time as growth of the city cannot be sustained otherwise. But the point is that this could have had happened in any part of India if not Gurgaon or Haryana and the root cause of all this has to do with the mentality of people and that could be very well directly related to education.

Definitely Police needs to improve- regular behavioral and task improvement trainings along with better recruitment process. Let's hope that this was a  learning experience for workers and Police.

If you attack a person he will retaliate. We see TV pictures where hooligans in the worker's crowd attacked innocent policemen doing their duty and later attacked doctors treating patients.

Such hooligans deserve a beating and we must thank the police for doing their job. Of course it is unfortunate that probably some non involved strikers also got lathi but if you are part of a crowd which indulges in hooliganism then you must expect the results of same.

If crowds are not controlled we will have another 1984 riot or Gujrat type situation.

Too much pious bullshit with crockodile tears. Let us see if they remain silent if they or their relatives are attcked and vehicles burnt.

The person who is responsible for the barbarian Action on workers as well as responsible for roits should be fixed.

No way the police can be allowed to beat people mercilessly. The police man who did it must be sacked.

True workers went voilent and attacked DCP but does it gives the police a licence to kell all wokers who seemed peaceful and help less

I think if you wanted to settle scores then give arms in both hands and let them settle

I am sure a odd armed 100 policemen will not be a match to 3000 armed workers.

Punish all guilty police men and workers buy dont punish protestors

This Is India. We have Democracy and not dictatorship.


The positive actions you take do not stop with you. Many of them go on and on, far beyond you, to people and places you will never know about.

just thaught of mentioning they are the HMSI(honda motorcycle and scooters india) employees and not HHML(hero honda motors limited~)

these are two different companies

but that is not good anyway which ever the company is as it reflects the image of gurgaon

Why were these workers agitating ?
What are their wages vis a vis other industery workers?
Why were they hostile? Burning state vehicles ?
What options were available to the state police ?
I would accuse the police once I have my facts.
Some relatives were later seen agressive towards the doctors too.

What the hell do you expect the police to do when they are unjustifably and brutally attacked with laths and stones and striking hooligans burn police and other vehicles.

Do we want them to do nothing and watch while hooligans and criminals burn the city.

You get what you sow. If you attack the police then I do not think you have any justification in crying.

The police handled the situation exceptionally well.

Hi

It is totally barbaric and inhuman act, where Police charged the Honda employees. I do agree with this the employee become violent,

But I feel it might be possible that those persons are not part of these employee and they might be planted workers, whose join this protest to create this type of scene.

In the end, Law and Order Maintenance agencies should not loose their control, whether mob become violent. They have lots of different methods to control over them like water cannon, tear gas etc.

We cannot blame to Indian Police about this Act, because No one took step to change their mentality, which inherited from British Era. That is why no one trusts on Indian Police in these types of Acts.

My sympathy with the all injured persons whether they are workers or policemen (although they are also human being).

THE RECENT RIOTS IN GURAGON HAS CLEARLY SHOWN ONE THING WHCH WE ALL FORGET....THAT ONE SHOULD NOT ONLY CONCENTRATE ON PROJECTS...BUT ON INFRASTRUCTURE AND PLANNING OF THE CITY...RECENT ACTIVITIES LIKE FIRES AND RIOTS IN GURGAON HAS CLEARLY SHOWN THAT THE CITY IS JUST NOT READY TO HAVE SO MANY PEOPLE..THE GOVT WAS JUST BUSY SELLING LAND TO BUILDERS AND MNCs AND OVERLOOKED THE BASICS ..."INFRASTRUCTURE FOR PEOPLE"..PEOPLE CANT LIVE IN MALLS..THEY NEED SECUIRTY..WATER AND ROADS,,CLEAN WATER..WHICH NO ONE WANTS TO ADDRESS TO...EVERYONE IS ONLY MAKING MONEY....WHO CARES IF THERE ARE 30 MALLS AND GOLF CLUBS...WHERE ARE THE ROADS...ELECTRICTY..WATER...SECURITY...THE RECENT RIOTS IN GURGAON HAS CLEARLY SHOWN THAT THE GOVT ONLY CARE ABOUT THE 10-15% OF THE PEOPLE WHO HAVE MONEY AND CAN SELF SUSTAIN...NO ONE CARES ABOUT THE 70-80% OF THE MIDDLE CLASS PEOPLE WHO NEED SERVICES FROM THE GOVT...BUT REMEMEBR WHEN THESE PEOPLE RISE THEY WILL MAKE THE EARTH SHAKE.....DONT IGNORE THEM....THE PEOPLE LIVING IN APPTS HAVE POWER BACK UPS AND WATER BACK UPS...PRIVATE SECURITY......CAN GURGAON GIVE ITS PEOPLE REGULAR WATRE AND ELECTRICTY AND GOOD ROADS AND SECURITY...NO THEY CANT AND IT WILL ONLY GET WORSE...FOR HOW LONG PEOPLE CAN GO ON "BACK UPS"..WHERE IS THE INFRASTRUCTURE...????...I SAW WHAT THE POLICE DID IN GURGAON AND BELIVE ME IF THEY ARE THE PEOPLE PROVIDING SECURITY TO THE CITY..THEN GOD SAVE THE CITY..THE CITY IS NOT READY...NO PROPER HOSPITALS AND FIRE FIGHTING SERVICE...NO POLICE...FOR A POPULATION ON 5 LAKHS THERE IS INADEQUATE INFRASTRUCTURE..AND THE GOVT DOENST EVEN CARE ABOUT IT...AND I DOUBT THEY WILL EVER...

It is No way related with company management.

These things are very routine in Industry & this incident is just a LOCAL law & order problem. It is directly related with failure of our political system.

If no employee is sacked, private sector will  become SICK in No time. We have to understand & adapt this reality if India has to progress. No-one is coming forward for Manpower based industries due to this reason. Manufacturing sector, which has maximum potential has suffered a lot and more than 80% such industries are already closed, since last 10 years.

One must do fair analysis of the situation, in which poor people are being mis-guided by politicians. All political parties will protest in the parliament, but will not agree to PASS a bill, which will avoid such violent demonstrations in future.  

Long term solutions must be discussed.

Compensation, in this case must be given by Haryana Govt (Not company)who mis-handled the situation and guilty policemen must be sacked (Not just transferred)

The police personnel are usually careless and irresponsible and that perhaps the reason in good and affluent families people generally avoid them, so pointing fingures towards them would be of no use. Their attitude since very long (remember Jaliawalan Bagh) is objectionable.

As far as Honda employees are concerned, the poor guys must realize this is not the way to handle the situation. You must bang the head of Management of Honda instead of police personnel.

The Real culprit is Honda Scooter, whose management is behaving like stupid and I read in newspaper that "this perhaps the work of anti social eliment" that fool should realize that for a small worker, his 'naukri' is the only source of livelihood. The company should be made liable to pay compensation to their injured employees.

I personally would like to add court should halt their production unit for the time being and take legal action against the Management Team. They are the real culprits.

Revenge by POLICE up to this extent is shameful in a democratic country.  It is Brutal....

At the same time, it must be acknowledged that such mind-less protests by mobs, beating policemen & destroying govt property cannot be justified in any way.  So called communist leaders must understand that Industry in India could not grow just because of their foolish attitude.

Recolonization....

The ill Effects of Recolonization is this.

The police acting as a Slave dogs of HONDA the MNC for the past one month.

Look at the statements of the Electoral Parties.

  • "Condemnbale " - What?
  • "Labour Laws should be changed" - Infavour whom?
  • " Investor confidence should be retained" - what about confidence of hoipullais of our nations?

They don't bother about the basic rights of the workers .

Look at  tha statements of Japan primeminister immediately after the riot.

  • "india image as a Investor friendly Environment is dameged"
  • "Japan investors are afraid to invest now"
Those above statement forced our belowed parlimentarian to forget the very people.

and finally Japan primeministers said - "Now japan has retained its confident on india.."
Immediately follows the agreement of Honda workers and the Honda company drafted with the intervention of Haryana Chiefminister comes.

Which futhur pinned up the workers to HONDA Slavary.

All these lead to summing up the story like below.

  • Workers non cooperation for the past two moths in HONDA.
  • Honda Locked out the company finally with out Proper announcement and Police protecting the company.
  • Workers went for protest March(9:00 clock in themorning).
  • Honda informed Primeministers of Japan and India, chiefminister of haryana, Police officials etc. and ordered the police not to allow the March to progress(1:00 clock Afternoon).
  • Few police bullying large number of angry workers ended up got beaten up.
  • Police asked the workers for a talk with COmpnay and revenged them
  • As already all the pillers of Indian slavary democracy have informed about this by HONDA.
They said what they havebeen allowed(ordered) to say.

See those who beleive india developing despite its 80% of people are deprived very basic amneties are
the fools next in the list for aggression.

This is not going to end with Honda workers.....

Beware.....we are moving our nation from New Colonization to Absolute  colonzation.
Where our Master is not from Single country indeed they are from a Single organization...WTO.

This is what we call as Recolonization
