Civic Apathy - Sector 4 Residents Want HUDA to Look Into Their WoesBy soniavaid, Section Civic Problems in Gurgaon
The list of complaints of the residents of Sector 4 against the poor quality of sanitation service in the area has been increasing over a period of time. The area is spread over 200 acres and Sulabh International handles its sanitation services.
The residents complained to the Haryana Urban Development Authority (HUDA) that there are garbage dumps at several places in the colony . Since HUDA has awarded the tender of cleanliness and sanitation to Sulabh International in most of its sectors, residents feel the authority is answerable to them for the poor state of things.
![]() "We confronted a Sulabh worker and asked him not to dump garbage in the lane behind house 823. But he continues to do so. The dumping site has become a breeding ground for mosquitoes and the residents are naturally upset. They want immediate action," says Sanjeev Sagar, a resident of the area. Similarly, garbage has been dumped at the stretch between the Sector 4 market complex and Gymkhana Club. The residents complain that workers of Sulabh International have been illegally dumping garbage on vacant land very close to the club along the road. The area RWA has objected many times to the `no objection' certificate that is given to Sulabh, which is mandatory from employees' payment point of view. Senior vice president of the RWA, Kanhaiya Lal Chawla, says, "We have raised in our meeting the point that Sulabh men should clean road berms also, which are in a dilapidated condition. Generally roads are cleaned and dust and malba is lined along the road berms." The entire colony is unani mous in its demand that the sanitation staff should not dump garbage anywhere inside the colony . "They should put garbage outside the colony at a distant place and dispose it further from there at a demarcated place regularly. This has not been happening ever since sanitation has been privatised," alleges a resident, Dilip Mukherjee. The residents have also alleged that Sulabh International is not providing sufficient staff for such a large area. "The workers come for a short duration and finish their work soon without paying much attention," complains another resident, Dharam Sagar. When questioned, the area assistant manager, Jata Shankar, gets defensive. "These allegations are not true, as things have improved ever since we have taken control of the sanitation. We have nearly 35 men who are doing their job perfectly," he says. He also denied the allegation that garbage keeps lying for days together. "We dispose it regularly and timely," he adds. However, when chairman, Delhi Zone of Sulabh International, Abhay Kumar Chaudhary, was questioned on the issue, he assured that he would look into the matter.
