DR SHIKHA The Haryana Tourism Policy 2008 plans to project the state as a tourist destination by developing tourist circuits connecting the historic towns of Panipat, Kurukshetra and Pinjore. Gurgaon, how- ever, finds no place in this heritage circuit. Heritage lovers and conservationists say the policy has failed to acknowledge the fact that Gurgaon with its sizeable number of Mughal and preMughal-era monuments of historical importance could have been included in the proposed tourist circuit. The policy lays special emphasis on strengthening infrastructure and integrated development of Panipat, Kurukshetra and Pinjore. Haryana also plans for a Mahabharata circuit, sufi circuit and an eco tourism circuit.

"Few realise that beyond the modern fagade are significant heritage monuments, a remnant of its historical past. Gurgaon has historic towns such as Farrukhnagar and Pataudi besides Sultanpur NationalPark. The Gurgaon Chapter of INTACH that has already listed 50 such man-made monuments of historical importance in the district," Dr Jain said.
INTACH has listed about 2,000 man-made monuments of historical importance in the entire state, out of which 200 are in the NCR town of Rewari. INTACH is now listing such monuments in Mahendergarh also. The NCR Planning Board, in its Regional Plan 2021, also laid special emphasis to conserve and develop heritage in NCR. "Developing Kurukshetra and Pehowa as pilgrim destinations would not help much, as it could fail to attract international tourists, most of whom prefer heritage tourism," Dr. Jain said. The Haryana Tourism Policy 2008 proposes to plan comprehensive integrated development of Kurukshetra as a pilgrim destination with international class infrastructure. The tourism activities will be linked with temples in the area like Thaneshwar and Pehowa. The policy states, "The objective is to broaden the concept of tourism from highway tourism to eco tourism, adventure tourism, pilgrim tourism, medical tourism, heritage tourism, etc. in order to meet new market requirements. " When asked, Keshni Anand Arora, chairman of Haryana Tourism Development Corporation told the Hindustan Times that the priority was to project Gurgaon as convention & exhibition city by developing convention centres and exhibitions sites on the lines of India Habitat Centre and Pragati Maidan of Delhi. "Gurgaon has the capacity to attract more tourists. We have some heritage sites in mind that will be developed later; not now," Arora said.
