The Booming real estate prices and the mounting rentals in the city have left the middle-income families dumbstruck. The only option often left for them is the Delhi Development Authority (DDA) flats, which are available at a reasonable price. But what if many of these flats remain unoccupied for decades together? Thousands of DDA flats constructed between 1980 and 2007 are yet to be allotted. They include SFS, MIG, HIG, LIG and Janta flats in almost all the zones of DDA. While many are still lying vacant, at many places, the already allotted flats are be- ing sold at a price equiva- lent to the cost of 10 flats. The officials have proba- bly failed to understand the loss to the state exchequer in delaying the allotment of these flats.
Replying to an RTI filed by a social organisation, Sustainable Approach of De velopment for All (SADA), based in Ambedkar Nagar, DDA has stated that more than 11,000 flats are lying vacant in its East, South West, South East, Rohini and North zones. The status of the unal lotted flats in many other areas of the city is yet to be provided by the DDA even after six months of the filing of the RTI application. Interestingly the DDA , Housing Department does not even have an all-inclusive list of the unallotted flats and had directed the zonal heads to give the status report. Many of the replies are still awaited and many of those received are confusing.
"In the Internet and intranet era, it is surprising that the housing depart ment is not able to maintain a compre hensive list. The RTI replies should be provided within a month, but it is more than six months now. In many cases they have passed the buck on other depart ments," says Ramesh Mumukshu of SADA. In the South West zone, 542 SFS and MIG flats, constructed between 1981 and 2004, are lying vacant. These include Vasant Kunj Pocket B-5, 6 and 7, Sector A Pocket A, B and C, Sector D Pocket 5, 6, 7, 8, 6B and 4, Sector C Pocket 4, 8, 9, Sector A Pocket B and C, Sector A Pocket B and C, Sector B Pocket 7, Sector C Pocket 6, 7, 8 and 9, Sector B Pocket 2, 3, 5, 6 and 8, Mandakini Enclave, and Pocket B, C and D in Alaknanda, SFS house in Sector A, Pocket 4, Kalkaji Extension, and MIG and LIG flats in Kalkaji Extension. Some other places in South Delhi are Sheikh Sarai, Tigri and Madangiri. Similarly in , South East zone, 355 houses are unoccupied, which includes MIG and HIG flats in several pockets and sectors of Dwarka. In Rohini civil circle 6, a total of 1,574 houses constructed from 1985 to 2002 are lying vacant. In Rohini civil circle 14, 310 flats are lying vacant and they were constructed between 1987 and 2004. According to the North zone office, 3,723 houses constructed between 1980 and 2007 are lying vacant. According to the East zone office 5,219 flats including 94 SFS, 84 MIG, 4,159 LIG and 882 EWS flats are still to be allotted. The DDA's delay in allotment of flats has led to mushrooming of property business. However, DDA PRO Nimo Dhar says that a scheme would soon be launched for allotment of unallotted flats. "Often the vacant flats are left because of the defaulters. We would shortly come up with a scheme. But there are no plans to start fresh constructions now," she says.
