Frequent Power Cuts Irk Gurgaon Residents, They have approached the HERC for help

The poor quality of the electricity supply and distribution system has irked the residents of DLF City, leaving them with no option but to approach the Haryana Electricity Regulatory Commission (HERC) at Chandigarh to intervene. The DLF Qutub Enclave Residents' Welfare Association has urged HERC to clarity which of the two between the DLF and the Dakshin Haryana Bijli Vitran Nigam (DHBVN) is supposed to be the authority for upgrading electricity infrastructure. The authority has been told that poor infrastructure has been the main reason behind frequent breakdowns at sub stations and internal transformers.

The association has also informed the commission that despite regular complaints, the DHBVN and the DLF have not clarified whose responsibility it is to upgrade transformers and other needed elements. The association has taken up this issue strongly in the wake of major breakdowns in DLF City.

According to R. S. Rathee, the association president, "The electricity department takes hours to locate the problem and rectify it and sometimes it is highly irritating when residents keep calling the people concerned and they do not bother to respond even."

Rathee alleged that the DLF, which is said to be maintaining electricity supply, is not doing anything to upgrade the poor quality of transformers. "Electricity infrastructure needs to be upgraded so as to maintain supply without interruption," rued Rathee.

However, the DLF refused to accept that they were maintaining the electricity supply and threw the ball in the DHBVN court, which the DLF says is the legitimate licence holder for distribution and supply Col (Retd) J. S. Soharu, general manages DLF Estate, said, "The DLF is just assisting the Nigam in the welfare of electricity supply but no way is it responsible for maintenance."

In all this the sufferer is the resident. R. N. Wahi, a resident of Phase-II, said, "Power cuts are frequent here and when we approach the competent authorities they say that supply is being distributed to local sub-stations without interruption. We are helpless when we are told that the fault lies on the part of the maintenance agency, which is the DLF".

According to Mohan Lal Yaday, a resident of Phase-III, "The trans- formers are unable to sustain the load of extra distribution with the result they get damaged often. We have held meetings with the DLF authorities who always pass the buck on the DHBVN and vice versa."

"Our main concern is frequent breakdowns in the locality which takes place due to the extra load on old transformers. If we talk of the recent past, breakdowns caused power cuts for 10 to 15 hours and sometimes even more than 20 hours. However, the situation has improved little but the reason for breakdowns still prevails," said Sandeep Virmani, a resident of DLF Phase-I.

It is worth noting that these transformers have almost outlived their life and they need to be replaced with high quality electric wires and poles. The DLF, which developed the locality claims it has done its duty and that now it is the license holder's job to take up new replacements.

A similar response came from the DHBVN. "It is the responsibility of the concerned coloniser to improve infrastructure related faults and replace them," said A. K. Jain, Superintending Engineer, DHBVN. However, he too threw the ball in the HERC court saying, "The commission has till date not clarified which of the two is supposed to take care of the electricity issue. This is creating confusion." Now it remains to be seen how much time the HERC takes to clarify the same in view of the welfare of the residents.
