Little been done to improve existing road, yet Delhi-Gurgaon Road won status of 'expressway'By Riti, Section Roads in Gurgaon
It is the government's responsibility to provide good roads as a part of civic infrastructure to the public. At the same time it is illogical to convert the existing road infrastructure into `expressway' and compel commuters to pay for its use since there is no other road left between two points.
Due to high volume of traffic on Delhi-Gurgaon Road, it was required to have smooth moving traffic. To facilitate this free flow, flyovers or underpasses are required at intersections (as done in the case of Ring Road or other roads in New Delhi). The earlier road that had 3 lanes on each side, has been converted into four lanes and is called 'Express Highway' now.
![]() To justify that it is an expressway, toll has been levied only on four wheelers and speed limit has been increased. This means, if speed limit on Ring Road in Delhi is increased to 80 kmph, it can be converted into a toll road! Now should it be called an 'expressway' when except bullock carts or hand rickshaws, all other type of vehicles are using it where speed varies from 20 kmph to 120 kmph? Besides this speed variation, vehicles on this road also do not follow basic traffic rules, that is, use of proper lane. Even lot of vehicles are driven as if they are participating in 'fuel efficiency rally' to win prizes. This has resulted in further deterioration of the driving conditions. There are other basic questions that arise, if this was required to be a paid road. My further query is that just by converting the Delhi-Gurgaon Road to four lanes and having same driving conditions with increased speed, can it be called an `expressway' or should toll be collected? It has just added a lane in the existing infrastructure. If they wanted an expressway or toll road, an exclusive road should have been made. Then they had the right to charge toll like that of DND flyover (from Delhi to Noida). The article is not complete if status on the toll plaza is not discussed. Although they have separate lanes for tag (monthly pass) users but the 'extra smart drivers' who, to save on time, use 'tag only' lanes and pay in cash causing hindrance to traffic, particularly smart tag users. Such people are entertained by the operators who accept cash at 'Tag Only' lanes.
The existing road has been converted into toll road and users, only those who are crossing border on four wheelers are compelled to pay. Since the rule makers use official vehicles, thus they don't pay toll. Earlier entry tax was applicable on commercial vehicles but now it is evident that it is not made to provide good road to commuters, which is the basic responsibility of government. Rather collecting money in the form of toll tax from vehicles appears to be the government's motive. It is evident when we use this stretch within Delhi or within two toll-gates in Gurgaon, there is no such charge. This proves that toll is not for using expressway but it is actually entry tax. Is it not an unethical move by government? If such moves are justified, then it can be used for other roads also, like on the Ridge Road, Rajpath, Ring Road etc. Am I logical?
