Haryana to build roads on Build Operate and Transfer (BOT) model

In the near future, you have to pay for driving on some roads in Haryana in the shape of toll tax like for flyovers. For the first time in the state, the state cabinet on Wednesday decided to upgrade five roads on build operate and transfer (BOT) basis at a total cost of Rs 537.54 crore, leading the way for toll tax.

These roads included 6.10 km long Chandimandir-Jallah road, 32.83 km long Bhuria-Khadri-Deodhar-Nainawali road, 73.97 km Yamunanagar-Ladwa-Karnal road, 69.96 km long Gurgaon-Faridabad and Ballabhgarh-Pali-Dhauj-Sohna road.

``There would a toll tax at the rate of Rs 15 per car and Rs 200 per truck for the next 12 to 15 years. Two-wheelers and agriculture related vehicles have been exempted from the tax,'' said KK Jalan, special secretary public works (B&R).

The government wants to complete the whole process related to bids and tender work within three months to get the roads upgraded in one-and-a-half-year. Jalan said these roads are mainly being used for commercial vehicles, hence, there would be minimum effect of the toll tax on the general public. Citing the example of Panipat flyover, the officer said that people are feeling very comfortable with the new system of BOT there. It may be recall that the government has already introduced the BOT system in the construction of flyovers.

He said that now all governments have been introducing BOT formula in the development works and Punjab has already attracted Rs 2,000 crore investment in the road sector on the same pattern. Officials said that there is no doubt that economic situation of Haryana is much better but to touch the figure of Rs 5,000 crore in investment sector such decisions are bound to be taken. Former finance minister and INLD leader Sampat Singh has criticized the decision of the government. ``The state should ask the Centre for more funds as people have already been paying cess on petrol and diesel. Toll tax for flyovers is ok, but its difficult for the people to pay even for using roads,'' he added. He also smelled a political angle in the selection of roads for toll tax, adding that these roads do not fall in areas represented by Congress bigwigs.
