Mega projects: Firms acquiring land to ensure built-up houses for the displaced
In the wake of many mega projects coming to the state, the Haryana government has decided to give major infrastructural boost to the state, besides impressing upon the developers to create massive housing facilities to ensure that the rehabilitation policy of the government is implemented to the benefit of farmers. Chief Minister Bhupinder Singh Hooda had announced that the developers acquiring land in villages for their projects would ensure built-up houses for all those whose land would be acquired for the mega projects, besides monetary benefits. "Since huge tracts of land would be required for these projects, we have chalked out a major policy to rehabilitate all those whose land is acquired for the purpose of development of the state. There are cases where complete land holdings might be required to maintain contiguity of the project and in these cases the government is particularly keen to ensure that these farmers are not rendered homeless," said a senior officer. Under the policy, the government had provided that the developers would be bound to provide built-up houses or residential plots to villagers where more than 25 per cent of the village land is acquired for the purpose. Not only this, these developers would be providing all essential services in these villages, including roads, streetlights, sewerage, medical care, education and technical training, so that the people of the area are immediately provided with an alternative to their earnings. The government is facilitating the setting up of mega infrastructure projects under the public-private partnership model to synergise the strengths of the public as well as private sector. The government, said sources, had received many proposals in this regard and all are being contemplated for implementation after ground work. The government has also asked the departments concerned to draw a list of the villages where the mega projects are coming to keep a strong follow-up so that the policy is implemented in letter and spirit.
Senior officers said the government was ready to expedite official formalities for the welfare of the people of the area and besides built-up houses, wants that the educational needs of the area was also taken care of. "We have emphasised that the developers should concentrate on providing technical training to the youth of the area so that they also get skilled labour for their benefit.
