The Residents of Sector 27 are facing a rather unusual problem, that of vacant plots, which is turning out to be a big nuisance for them. Most of the residents have no neighbours as there are only a few houses few and far between empty plots.
Instead of a good residential colony, Sector 27 today resembles a forlorn pocket. Surely people who have been living here for the last five years don't feel comfortable about it. They also have security concerns. ![]() Resident feel HUDA should impose penalty on the plot owners who have not development their residential units within five years of acquiring the plot. Sector 27 comes under the Haryana Urban Development Authority (HUDA) and the authority is fully responsible for the sector's development. Residents here feel that HUDA should impose penalty on those plot owners who have not developed their residential units within five years of acquiring the plot. The authority can also take away the plots from the owners after nine years from the date of allotment in case the owners do not make any constructions as per HUDA rule. But this has not acted as a deterrent as vacant plots have become a norm in the locality. The foremost complaint of those residing here is that the vacant plots are a security threat to the nearly 100 families who reside here. "The authority has not even cleaned up the dense growth in the vacant plots which has come up over a period of time and which almost resembles a jungle. There is possibility of snake bites, if one ventures around such plots at night," says R. S. Yadav, a resident.
He adds that snakes can be seen quite often in the area. His house is adjoining a vacant plot earmarked for a community centre, which is now full of thick bushes and grass. The monsoon season has only increased insects and mosquitoes. "They can also be possible hideouts for criminals," says B. R. Handa, president of the welfare association. He adds that the association took up the issue with HUDA Estate Officer last year but in turn only got an assurance. In the rulebook, it is clearly mentioned that the authority can impose some charge on the plot owners as penalty for not complying with the rules and this sum would be used for maintenance of those vacant plots. "It is their duty to provide cleanliness in the locality but they have done noth ing," adds Handa. According to association sources, last year the Estate Officer had said that the department would maintain cleanliness in the entire area including the vacant plots, but nothing came of it. The HUDA sold plots here way back in 2000-2001 and in seven-eight years, out of 600 plots only 100 houses have been build so far. Why are 500 plots still lying vacant in the sector is a big question. This clearly reflects that HUDA rules have not been complied with. Sources say authorities have allotted more than one plots (in some cases three to four plots) in the name of single attorney (owner). "As far as cleanliness in vacant plots is concerned, we do take action and I will definitely ask someone to inspect if there is any such nuisance," said the area Estate Officer Yashendra. When asked about the penalty provision, he said, "I will speak with the superintending engineer as I do not have knowledge about it at the moment."
