Haryana sees good in big retail, ensures availability of higher quality of goods to the consumersBy Riti, Section GN
Unlike Uttar Pradesh, Haryana government tends to welcome the entry of big industrialists and capitalists in retail. UP government had banned big retail last year following protests by shopkeepers.
However, Haryana industries minister Lachhman Dass Arora said in state assembly on Tuesday that entry of big retail houses does not just encourage a competitive environment but also ensures availability of higher quality of goods to the consumers. "Some big industrial houses and supply and marketing chains have entered the retail sector in the state and are opening outlets," said Arora. The minister was responding to a query of INLD MLA Sushil Indora, who asked, "Whether the government was aware of the fact that the entry of big industrialists and capitalists in the retail trade was adversely affecting the businesses of small shopkeepers." He also sought to know what steps were being taken by the government to protect the interests of small shopkeepers. He also claimed that there would be more job opportunities with the introduction of retail chains, but INLD MLAs were not convinced with his reply. INLD's deputy leader in the assembly Indora said small shopkeepers needed special facilities to compete with big retail chains. "There is a feeling of insecurity in the mind of shopkeepers with the presence of these chains. The trend has created a crisis for their businesses also," said another party leader adding that INLD would oppose the trend of retail chains' entry.
There were also reservations in the mind of senior Congress leader Shamsher Singh Surjewala, who wanted to know whether any survey had been conducted on part of the government regarding the issue. On this, parliamentary affairs minister Randeep Singh Surjewala informed the assembly that there were more than one lakh small traders in the state whereas there were only 118 retail chain stores, which were mostly located in big cities. "Thus, in small cities there is no impact of the big retailers," he added. The minister further said that the government was alert on the issue and would safeguard the interests of the small shopkeepers. The industries minister clarified that there was no restriction on entry of big industrialists or capitalists in Haryana's retail sector. In fact, no permission is required to set up retail businesses in the state except for undertaking sale, purchase and storage of agricultural produce, he added.
