Haryana Renewable Energy Development Agency (HAREDA) to focus on mini-hydel projectsBy Riti, Section Electricity
Moving in the direction of generating power from the renewable energy sources, Haryana Renewable Energy Development Agency (HAREDA) is encouraging private investors to set up projects in the fields of solar power, biomass, wind energy, small hydro and co-generation biomass power projects.
The agency invited proposals from private companies to harness small hydro power in three phases for generation of over 17-MW of power. Talking to The Indian Express, Sumita Misra, Director, HAREDA said, "In the first phase of the small hydro programme, HAREDA allotted a 6-MW small hydro project at Dadupur district, Yamunanagar, to M/s Bhoruka Power Corporation of Bangalore. The estimated investment in the project is around Rs 35 crore and the construction is going on at full swing. The project is likely to be commissioned by January. In the state's policy for promoting generation of electricity through renewable energy sources various incentives are given to the investors. These include exemption of electricity duty, exemption of local area development tax, no conversion charges for change of land use, industry status, power purchase agreement for 20 years or more depending upon the plant life." The Haryana Electricity Regulatory Commission has fixed an attractive tariff of Rs 3.67 per unit for mini-hydel power projects for the base year 2007-08 with an escalation of 1.5% up to 2012-13.
Two MoUs have been signed in the second phase with M/s Puri Oils Mills Bahadurgarh and M/s P&R Gogripur Hydro Project for setting up of three small hydro power projects. Puri Oils will be developing two mini-hydel projects to generate 2.8 MW onaugmentation canal atMusapur and Khukni in Karnal district. The company will invest close to Rs 34 crore in these projects. Work on the projects will begin shortly with the work expected to be complete by end of next year. P&R will be setting up a 2-MW small hydro project at Gogripur in Karnal district on NBK link canal at a cost of around Rs 22 crore. The construction work for this project has started and it is likely to be functional by mid of 2009. Sumita said, "We invited proposals from the independent power producers for the third phase for three projects. Two small hydro power projects are to be set up at Khajuri in Yamunanagar district for 2-MW on augmentation canal and Ahmadalpur in Yamunanagar for 4.5 to 7.5-MW on main line lower canal. The last date for submission of proposals was 15 July and we have received 27 proposals. The project proposals will be evaluated by the technical appraisal committee and then the projects will be allocated to the companies." Source:Express India September5th,2008.
