Hundreds of application filed under the RTI Act are pending responses in various departments, but the departments concerned are happily playing the pass-the-parcel with them. There are numerous cases where teh applicants, not getting the required information, have had to approach the Chief Information Commissioner (CIC), Haryana, G Madhavan, against the officers for not providing the information sought. But the CIC's orders to the babus to fix their act, too, have met the same fate as the RTI applications. The situations has come to such a pass that the city;s residents have started believing that although the RTI Act is a good instrument to eliminate corruption and empower people, it won't amount to much if things continue the way they are. He had applied for information regarding the status of repairs of some of the roads in Gurgaon from the Estate Officer I and II, Huda, but he didn't get any reply from them. He then filed the appeal before the first Appellate Authority-cum-Administrator, Huda against these two Estate Officers and sought the information. But he didn't get any reply from Huda Administrator.
Now Nagrath has approached the CIC, Haryana, against these officers. The CIC, Haryana, has directed both the Estate Officers and Huda administrator to "either appear in person or through a departmental representatives authorised in writing not below the rank of Gazetted Officer who is well conversant with the facts of the case to respond to the points raised by the appellant along with relevant record of the case on August 12,09" Nagrath lamented that more than six months have already passed since he sought information under the RTI Act but the information has still not been provided to him. Another application by Nagrath for seeking information regarding the different rules of building plans in different Huda Sectors also met with te same fate. The CIC has directed the Huda administrator and EState Officer to submit their replies to the CIC on August 12. Likewise, Chaman Lal Khichi, a Laxman Vihar Resident, sought the list of the person who had been issued Below Poverty Line(BPL) Card and the criteria of issuing such cards of the residentsof Ashok Vihar, Laxman Vihar and Bhimgrah Kheri from Additional Deputy Commissioner (ADC) on January 13,09. Khichi informed that he had sought the information for public interest but the concerned departments did not care even to acknowledge his application.
Another affected person, Sumer Singh tanwar had sought information from Estate Officer I and II Tanwar's request also met the same fate as Nagrath's and Khichi's. As per the rules, all these people should have got a reply to their applications within one month of filling the application. What surprised most the local citizens is that some times even the CIC's orders are not implemented.One applicant informed that on his appeal, the CIC ordered the Estate Officers-II, Huda to provide the information to him by january 15,09. But hes has still not received the information's directed by the CIC, he informed. However, one officer directly concerned with the RTI working in Deputy Commissioner office informed that some times, the sought information is not possible to compile and provide within the time frame. It has also been observed that the public at times seeks information just to harass the concerned officers and it has nothing to do with the public interest. Some persons
have even started black-mailing the officers in the guise of RTI Act, claimed the officer.
