Liquor Becomes Dearer From April, Hike May Go Up By 10%

Haryana may witness an upward trend in liquor rates from April 1, when increase in licence fee of vends in the state comes into effect. The hike may go up by 10% in Gurgaon, Faridabad, Panchkula and other parts of the state.

Announcing the excise policy for 2010-11 after the state cabinet meeting on Thursday, chief minister Bhupinder Singh Hooda admitted "mahangai ka asar hota hai (inflation has an impact)," while replying to a query on the likelihood of liquor rates heading northwards. The state government has decided to renew vends of both country liquor and Indian made foreign liquor (IMFL) at a "reasonable" increase of 5 to 10%.

The vends in districts of Gurgaon, Faridabad, Palwal, Mewat, Rewari and Narnaul would be renewed at an increase of 8%. The government expects the to bring a stability in retail trade. Those vends where license cannot be renewed for any reason, would be allotted by inviting sealed tenders.

The state government has not only decided against increasing the excise duty rate on country liquor and IMFL, but also kept the maximum number of retail outlets at the same level. It expects an excise revenue of Rs 2,200 crore during the next financial year, claimed Ramendra Jakhu, principal secretary (excise and taxation).

The policy has, however, introduced a new provision of permitting transfer of license. During the next financial year, those who get their licenses renewed after successfully running their vends during the current year would be allowed to transfer them (vends) if they wish to do so because of unforeseen exigencies.

The government has further decided to grant wholesale IMFL license to those retail licensees who have contributed maximum revenue for a particular district in terms of vend license fee. The officials expect the measure to ensure better liaison between wholesale and retail trade.

To devolve more resources to the municipal committees and panchayati raj institutions, the government has decided to increase their share from Re 1 to Rs 2 per bottle. It has also been decided to provide Rs 10 crore for encouraging barley cultivation amongst Haryana farmers.

The cabinet has also decided to raise value added tax (VAT) on select commodities from 4% to 5% to generate additional revenue mobilisation of about Rs 300 crore per annum. The rate of tax on industrial inputs and packing materials, cereals, coal, cotton, cotton yarn, iron and steel and oil seeds will remain unchanged. Tobacco products, including cigarettes, will also be dearer as the tax on them has been increased from 12.5% to 20%. The raise would not be applicable on tobacco products used in `bidi' and `hukka'.
