Part of Project Aimed At Interlinking All 14,000 Police Stations & 1,300 Prisons In The Country By 2011
The government has launched a project to have a biometric database of all criminals across the country. The project Automated Fingerprint Identification Systems (AFIS) is currently being implemented in 21 states and two Union Territories including Delhi and Puducherry under the ongoing Crime & Criminal Tracking Network and System (CCTNS), which is aimed at inter-linking all 14,000 police stations and 1,300 prisons in the country by next year.
![]() "Every police station in the country is proposed to be provided with fingerprint reader for which Rs 15,000 per police station has been earmarked," said a home ministry official. Police stations in the selected states have started taking fingerprints of all criminals and keeping them in a database, which could be used by various law enforcement agencies across the country. "This will enable easy sharing of real-time information across police stations and districts at the state level as well as national level, thereby resulting in improved investigation and crime prevention and better tracking of criminals, suspects, accused and repeat offenders," said the official. The states where AFIS has been introduced include Andhra Pradesh, Arunachal Pradesh, Assam, Chhattisgarh, Goa, Gujarat, Haryana, Jammu and Kashmir, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Meghalaya, Mizoram, Nagaland, Orissa, Punjab, Rajasthan, Tamil Nadu, Uttarakhand and West Bengal.
In select police stations, finger print enrolment facility is envisaged for which Rs 174.40 crore has been earmarked. The states have appointed nodal officers for the project's early completion and all of them have signed MoUs with the Centre for the purpose. "Once CCTNS is completed, it will mark a quantum jump in the country's ability to counter various challenges to internal security, particularly terror threats," the official said. Key objectives of the CCTNS project include creating platforms at state and central levels for sharing crime and criminal information and databases. Besides, it will facilitate improved service delivery to the public, access to police services in a citizen-friendly manner and provide alternative modes of service delivery such as through internet.
